The Oity Council of the Oity of Seal Beach met in regular sessiol at 8:00 01 clock P.M. and was called to order with salute to the-flag. Roll Cail. Civil ;. Service. '. 'I '= I' , On the matter of air horn ~ Purchasing Agent B. F. Krenwin- kel reported that 'on account of priorities it is impossible for the City to purchase the Grover Products air horn as authorized at the last meeting of the Council. The Committee (Fire Chief and Purchasing Agent) was requested to get prices on other horns. The Purchasing Agent reported that the power lawn mower is being repaired in the City' shop. The Purch&sing Agent will be prepared to report on the matter sewer pumps in Stlltion IIB", at the next meeting. On the question of Civil Service which was referred to the Oommittee (Felts and Hughes) to look into the matter, Councilman Felts expressed the opinion that inasmuch as Oivil Service is essen- tially competitive, it is not advisable at this time to adopt such a program'when there is no choice of manpower. There was consider- able discussion around the Council table, and comments from ~he floor, 'pro and con, on the matter. When asked for an opinion as to how the question may be settled, City Attorney Dana R. Williams stated that the'issue may be decided either by vote'of the people, or by ordinance of the City Council adopting Civil Servic,e. It was moved by Postal, seconded by Felts that the Co~mittee con- tinue for'further thought and study of the question. I Clock for Obser- vation Post. Reports of the City Treasure; and Oity Clerk for the month of April, 19~3 were read. City Attorney Dana R. Williams reported that June 30th, 1943 is the date set for hearing on the Emin~nt Domain Action, and that the only work that is to be undertaken at this time in Alamitos Bay is a dredg- .. ing project to be carried out under a four-party ~greement between the City of Long Bea.ch, the County of Los Angeles, the State of California and the Department of Public WOrks. Work will start soon, and will consist of dredging the channel at the mouth of the Bay. The Ocean Ave~ue Bridge will not be removed. It was moved by Henkey, seconded by Hughes that the City Officers reports be received and. filed. ~otion carried. ACCOUNTS AND BILLS . Demands numbered from 1098 to 1124 were read. It was moved by Postal, seconded by Hughes that bills be allowed and warrants drawn on the treasury for same. AYES: NOES: ABSENT: Oouncilmen Felts, Henkey, Hughes, Postal, Reed None None Motion carried. Councilman Felts called attention to the cross-walk in front of the Post Office in need of repainting. Maintenance Foreman R. N. Thomas reported that the Oity has the paint on hand to do the work when labor is available. It was moved by Councilmen Hankey that the City allow $50.00 per month to the Seal Beach Boys' Club for repairing the old garcge build- ing on Mcin Street for a club house. Motion lost for want of a second. Mr. Butler and the Building Inspector stated that the old build- , ing is not worth the cost of the necessary repairs and alterations. C. A. Miller reported that the Boys' Olub House matter was dis- oussed at the Lionsl Club Wednesday night, and that they are working on a plan which will be presented to the Council at a later date. Mayor Reed reported that the Air Raid Observation Post is in need of a clock. Councilmen Felts and Henkey indicated that they will furnish a clock . for the Post. Meat F. W. Hickman appeared before the Council calling attention to shortage. the serious meat shortage in Seal Beach. He stated that local citizens are forced to go out of town for their supplies. Jaeckel, a local merchant addressed the Council stating that many of the meat truoks have discontinued deliver- ies to Seal Beach, and that the small amount of meat t~at the 'local markets have been able to get does not average six ounces for each person per week. It was moved by Postal, seconded by Hughes to instruct the City Clerk to write-a letter to the looal Rationing Board calling attenl tion to the seriousness of the meat situation in our City, and request that they submrt our problem to the Los Angeles Office of Price Administration asking them to do all in their power to assure an equitable dis~ribution of meat in this area.
