The City Oouncil of the Oity of Seal Beach met 'in regular ses~

at 8:00 o'clock P.M. and was called to order with salute to the flag.

Minutes. The minutes of regular meeting of May 20, 1943 were read and
approved after slight correction.

Mr. Norton addressed the Council pointing out the advantages to Seal
Beacn of such a housing program, and the resulting benefits in the
future from the increase in population. He asked for aninformal ex-
pression from the Council of cooperation and assurance that the
details of zoning, and the installation of water and sewer will be

C. A.'Miller, Water Superintendent, presented estimate of J. A. Woollc
Consulting Engineer, of cost of ipstalling sewer and water mains in
Tract 69S; approximately $9,000.00 for labor and material.
Mayor Reed appointed the Council as a whole, a committee to investi-
gate the possibilities of raising the necessary funds for the install&
tion of utilitj lines as requested by Mr. Norton.
It was moved by Felts, seconded by Henkey to receive and file the
communication from Mr. Norton, and that he present his application
to the Planning Oommission for rezoning Tract 698 from single family
to multiple dwellings. Motion carried.
'IP. T.A. '2. Seal Beach Parent-Teacher Association, by Marcel1ne H. Moore,
Recreation
Project. President - Announcing a Summer recreation program to be sponsored by
the P.T.A., which will consist of supervised activities on the school
playgrou-~d from 9 to l2 A.M. three days each week during July and
. August; a movie each Friday afternoon at 1 o'clock in the school audi-

torium; dancing lessons once each week by a professional instructor;
and a pre-school activity program at the Oommunity Church three times

each week. P.T.A. re~uests an appropriation from the City of
.SO.OO for salary of the director of the pre-school group for the
season. The P.T.A. will bear the cost of the entire program at
the school house, which will be $200.00.
It was moved by Postal, seconded by Hughes to receive and file the
communication from the P.T.A., and that the request for $50.00 be
granted.

Board.
3. Seal Beach Lionsl Club, by C. Z. Irvine, Secretary - Urging
the City Oouncil to do all in their power to retain the Seal Beach
Ration Board for the convenience of the people now being served by
this Board.
Mayor Reed reported that she was approached by an official of the'

O.P.A. asking that the City Council approve of the proposed con-
solidation of the local Ration Board with the Belmont shors office.
Philip Norton addressed the Council stating that he hears much
favorable comment from the new residents of Seal Beach of the
friendly service and cooperation from the local Board.
F. W. Hickman of the Belmont O;"Pi,A.' stated that his Board now has

all they can properly take care of.

It was moved by Hughes, seconded by Postal to receive and file the
communication from the Lionsl Club, and that the City Council file
a protest with the Los Angeles O.P.A. against the removal of our
local Ration Board.

tain the local O.P.A. office, and that Civilian Defense funds be
used to hire a clerk to assist with the work of the local Ration
Board, also that letters of appreciation and oommendation be written

F. W. Hickman repotted that San Clemente has one clerk paid by O.P.A.
and another clerk paid by public subscription.
It was moved by Felts, seconded by Henkey to rec~ve and file the

Mr. D'Orr advising the Local Board that on April l, 1943 the power of

retailers wait on the Luer Packing Company in a body, presenting their
problem.
Clyde H. Garwood, Jr., a Douglas Aircraft employee, addressed the
Oouncil reporting that his Company, alarmed by the m~at situation in

Manpower Commission in Wash. D.C. for advice as to the best way t~
handle this serious situation. Mr. Garwood suggested that affidavits
be secured from the local merchants setting forth their meat shortage
problem, and the present difficulty with reference to packing houses
delivering practically no meat to Seal Beach, and that these affidavits
be sent to the O.P.A., ths Food Administrator, the War Man-power Com-
mission and the War Production Board in Wash. D. C., with the hope that
some solution can be found for the problem of supplying the necessa~y

meat for war workers.

Several of the local merchants addressed the Council explaining in
detail the difficulty in getting meat.
Mayor Reed stated that the Council will do all in its power to re~ieve
the situation. She appointed Councilman Felts to work with City Att'y
Dana R. Williams in securing such affidavits from the merchants, and
what ever else is necessary to strengthen the Cityls appeal for relief.

F. W. Hickman stated that until the the O.P.A. regulatione are changed
no additional ration points can be allowed by the Rationing Board
beyond the allowance based on their previous three months business. As
the business increases, an increase in ration points will be allowed
upon proper application to the Board.

8. J. A. Woolley, Consulting Engineer - Transmitting Gas Tax
Project Statemen~s from the office of S. V. Oortelyou, Division.of
Highways, D1st. Vll, for improvement of portions- of State Highway
Routes 60 and 183, and for steets of major importance within the
City of Seal Beach, also letters from the Division Engineer show-
ing amount of revenue available, and request for the Mayor to sign
the statements and return same to the Office of Dist. Engineer.

Chief W. S. Knighton reported that the cost is $1.50 each, but an "

Purchasing Agent B. F. Krenwinkel reported that the cost of

constructing the dry pit/sewer pump Station "B" is approximately
$350.00 using new lumber. He suggested tearing down the old garage

on 13th Street which is now being used as a salvage depot, and using
the lumber in the construction of the sewer pit, thereby reducing "~'_,

careful study of the conditions and restrictions contained in the Deed
from the Security First National Bank to the City of Seal Beach, hs
