ROLL CALL - Present: Mayor Reed Councilmen Felte, Henkey, Hughes, Postal Absent: None The minutes of regular meeting of June 17, 1943 were read and approved. PETITIONS AND COMMUNICATIONS Pet"i tion.,l. Protest Norton and the City Project. Douglass, " H. I I Petition addressed to the Oity Council, the Planning Commission Attorney, bearing signatures of Stephen Douglass, Hattie T. OUndiff'and fifty other property owners, protesting . against the multiple housing project in Tract 698 proposed by Philip Norton, on the grounds that both the type of construction and the con- templated habitants of the multiple dwellings would be detrimental to the public health, safety, morals and general welfare of the existing populace of the Oity of Seal Beach. Mr. Norton addressed the Council and the group in the Oouncil Chamber stating that there is a possibility that the entire setup will be ohanged to single family and duplex dwellings if the appeal from F.H.A. to the War Production Board asking that critical material be a~aowed for single family dwellings in this area, be granted. "Mr. Norton stated that with the Governmentls approval and granting of the F.B.A. appeal, he will carry out the'plan for singles on property zoned for single family dwellings, and doubles on business property, provided that the City can arrange to finance the installation of sewer and water in t~is tract. Mention was made regarding the class of tenants which will occuPJ buildin83which are constructed as a war necessity. Miss Alice Dodge asked if the owner of a building constructed Under the Federal Defense Housing program would have the right to dis- criminate against any race or class of ' prospective tenant: ,Mr. Norton statei that it would be possible to exclude undesir- able persons. Mr. Stephen ~ouglass spoke in further protest against the proposed housing project in gsneral. It was moved by Henkey to receive and file the petition, and that action on the matter be deferred until plans for the housing project are filed by Mr. Norton. July 1, 1943 (Contld) On the question of financing the installation of utilities i in Tract 698, Oouncilman Postal explained the restrictions which are imposed by law on ait~es of the Sixth Class with reference to spending current funds, and the tax-rate limitations which make it difficult for the Oity to raise the necessary funds for the installation of sewer and water lines as requested by Mr. Norton. It was moved by Henkey, seconded by Felts to receive and file the petition, and that action on the matter be deferred until definite -I plans are submitted by Mr. Norton. Motion carried. Letter from the Security First National Bank, Long Beach Branch, By C. C. Jameson, Vice-Pres., addressed to the Mayor, enclos- ing a Petition which was left in the Lobby of the Bank by an un- identified lady. Mr. Jameson stated that the Bank has no interest whatever in the matter of the petition. The letter and petition from the Security Bank were ordered filed on the Mayor's motion. Mayor Reed requested the Oouncil to continue as a Oommittee for further study of the sewer and water problem. She also asked if anyone else in the room wished to speak; No one responded. Petition- 2. Petition signed by Lee Howard, Jack Whittington, Val Burch Civil Service. and thirteen other City employees asking what action the City Council intends to take on the petition which was f~led recently requesting tpe Oity to adopt Civil Service rating. I Councilman Hughes stated that the question needs further study. It was moved by Felts, seconded by Hughes to receive and file the petition. Motion carried. 3. State Board of Equalization - Notification of application for transfer of Off Sale distilled spirits, beer and wine license from John Sylvester to Wm. D. Gauntner, l13t Main Street. Received and ordered filed on the Mayor's motion. P.T.A. 4. Seal Beach P.T.A., by Marceline H. Moore, President - Asking Recreation ' I Program. the Oouncil to go on record as endorsing the program of Summer , Liquor license- Gauntner. recreation sponsored by the P.T.A., and pledging their moral support in the undertaking. It was moved by Felts, seconded by Henkey that the Oouncil go on record as approving the recreation program as outlined by the P.T.~.. , Motion carried. Meat 5. shortage. ' " .... It was moved by Henkey, seconded by Postal to receive and file the Boys. State letter from the Reliable Radio Service Co. , ' Motion carried. 7. Ralph W. Mitchell, Oamp Director, Calif. Boys' State, Ino., - Thanking the City for sending Bill Turner to Boys' State. The communication was reoeived and ordered filed on motion of Hughes, seconded by Felts, and carried. S.B.Post 8. Seal 'Beach Post, by Phyllis Arrington, Publisher - Oalling Pub. Contract.attention to expiration on July 6th of agreement for legal publishing, and requesting a renewal of the agreement on the same terms. It was moved by ,Postal, seconded by Felts to receive and file the I, , communication from the 8ea~ Beach~Past, and that the Oity ~ttorney be instructed to prepare a new contract on the same terms as last year. Jolly Jones, Coordinator, War'Council - Recommending the Defense funds. purchase of twelve pillows for the.use of- the local Medical Unit as requeBted by Dr. DeSadeleer. The War Oouncil recommends'that the City . Pillows. be reimbursed for the $25.00 advanoed to the Auxiliary Police, and the $25.00 for victory garden expense, total .50.00 from the Owvilian Defense funds, and that the remaining balance be used for promoting the activities 'of the.Auxiliary ~olioe and the Pacific Ooast Riflemen. .It was moved by Postal, seoonded by Felts to receive and file the oommunication f~om the War Cpuncil, and that the request for 12 pillowe .1 Long Beach , be granted, and that the funds of the,War Counoil be turned over to the City, and the surplus over the loan of $50.00 be earmarked for fu~re use of the unit which collected the money. Mayor Reed cent sent her regrets with the request that someone be designated to act for her. COMMITTEE REPqRTS On the matter of Associated Outdoor Advertising Company's signboard at the Easterly City limits, it was moved by Postal, seconded by Felts that the Associated Advertising Co. be notified to pay the usual license fee or remove the board. " The Council as a Oommittee on the matter of utility lines in Tract 698, was asked to continue for further study of the question. I" ,On the matter of rent from the U. S. Army for the use of the pier, Oity Attorney Dana R. Williams report ed that he contacted Col. Harder who was very cooperative, stating that he would be in Seal Beach soon. Mr. Williams was asked to continue on the matter. CITY OFFICERS REPORTS Reports of the City Judge~ Chief of Police, Building, Water and Tax Deplts for the month of J~e w~re read. The City Attor~ey gave brief report on the Ord Land Co. Case. He has been in conference with Mr. Cleary, their attormey, in an effort to work out some kind of a compromise. It was moved by Hughes, seconded by Postal to receive and file Motion carried. I the Oity Officers reports. ACCOUNTS AND BILLS Demands numbered from 1216 to 1228 and 1 to 60 inclusive - were read. It was moved by Postal, seconded by Hughes that bills be allowed and warrants drawn on the treasury for same. I Hand- bill Ord. . , I 27 Mrs. Marceline Moore, President of the P.T.A. addressed the Oouncil asking for further oooperation, and suggestions as to a plan which might help to carry out t~e recreation program through the Summer season. Mrs. Moore stated that they have not been able to secure the services of a play-ground supervisor. She proposedl"a plan whereby the P.T.A. may cooperate with the City by paying $100.00 for the season toward the salary of Lifeguard Earl Whittington if arrange- ments can be made for him to be away from the beach from 9 to 12 A.M. three days each week to supervise the recreation activities at the sohool play grounds. Mayor Reed appointed Councilmen Henkey and Postal as a Committee to ' confer with the P.T.A. on the matter of arrangements for a recreation supervisor. Oommittee to meet on Tuesda~ evening, July 6th, at Mrs. Moore's home, 1310 Seal Way. Councilman Postal suggested that the City pass an ordinance which will control the handbill nuisance, by ~equiring the author to Sign:hiS name to the handbill and to secure a permit to distribute the same, also to impose a severe penalty fo~ violation. It was moved by Postal, seconded by Henkey to instruct the City Attly to bring in an ordinanoe regulating the distribution of handbills and dodgers. Incin- On the matter of incinerators, the Fire Chief again called erator O attention to the existing fire hazard caused by trash being burned any rd. I, hour day or 'night in open fires. He asked that an ordinance be adopt- ed requiring all places to be equipped with incinerators. After much discussion on the subject, Mayor Reed stated that there was no sense'in hav~ng~an ordinance in effect whioh can not be enforced until after the war is over and incinerators are again avail- able. It was moved by Postal, seconded by Henkey to instruct the Oity Att!y to present a tentative ordinance on incinerators at next meeting for reading and discussion. Motion oarried.
