The Oity Oouncil of the Oity of Seal Beach met in regular session at 8:QQ o'clock P.M. and was ,called to mrde~with salute to the flag. ROLL CALL - Present: Absent: Mayor Reed Oouncilmen Felts, Henkey, Hughes Oouncilman Postal. I' The minutes of regular meeting of July 1st, 1~~3; special meeting of July l2th, 19~3;,and minutes of 19~3 session of the Board of Equalization were read and approved as read. Oouncilman Henkey was asked to serve on the Finance Committee. PETITIONS AND OOMMUNICATIONS 1. Seal Beach Fire Dep.t., by C. W. Shepard, Secretary - Asking tae the Oouncil to confirm the re-election of W. S. Knighton as Fire Ohief for the ensuing year. It was moved by Hughes, seconded by Felts to approve and confirm the re-election of W. S. Knighton as Fire Ohief. Motion carried. 2. Seal Beach Ohamber of Commerce, by F. W. Hickman, Secretary - Suggesting that warning sighs be posted at street ends and other points of entrance to the beach calling attention to the shortage of experienced life-guards, and the necessity for cooperation of the public in the interest of safety. It was suggested that placards be printed and posted. It was moved by Felts, seconded by Hughes to receive and file the communication from the 0 of C, and that the request for posting warning signs be complied with. ,I AYES: NOES: ABSENT: Oouncilmen Felts, Henkey, Hughes, Reed None _ Councilman Postal Motion carried. 3. J. P. Butler, Pres. of Boys' Olub of Seal Beach - Stating that the Secretary of State and the Oorporation Oommissioner have approved the Boys' Olub Corporation, and that a building has been rented for the Club. He asked the City to contribute 850.00 per month toward II', the operating expense. It was moved by Henkey, seconded by Felts to receive and file the communication from Mr. Butler, and that the City allow $50.00 each month for the support of this movement. On the P.T.A. recreation project, Councilman Henkey reported tha' he met with the Committee on Tuesday evening to discuss the problem of a play-ground recreation supervisor. Lifeguard Earl Whittington ~eels that he cannot leave the beach to supervise the play-ground ,activities. Until a supervisor can be obtained, women volunteers will supervise the work. Max Henkey, Manager, Seal Beach Municipal Band - Submitting Band financial statement, and inventory 01 instruments and equipment of the instru- ments. Band. He asked to be relieved of the responsibility as Manager and custodian of the property of the Band. $1~O.?9 is still unpaid on the instruments. Mr. Henkey asked for authority to dispose of the instru- ments and equipment, and that the surplus above the amount due him be returned to the City with the recommendation that the money be con- tributed to the Boys I Club of Seal Beach. It was moved by Felts, seconded by Hughes to receive and file the communication from Max Henkey, and that he be authorized to dispose of the property of the Baud, and that the amount in excess of the un- paid balance be given to the Boys' club.. Notice of July meeting of the Orange Oounty League of Oities at Tustin on the 22nd. OOMMITTEE REPORTS On the matter of the installation of sewer and water in Tract, 698, Councilman Felts stated that the Council is in favor of install- ing the utilities in this tract, but the problem is a question of financing. Philip Norton addressed the Oouncil stating that another build- quota ing/is coming up this month, and Seal Beach is in the area. Chas. , , Carroll of F.H.A. has been here, and representatives of the Orange Co. Building & Loan Association will be here on Friday, the 16th of July, to go over the building situation. Seal Beach is the only place in Orange County where any building in contemplated. Block 104 is also , " 32 July l5, 1943 (Oont'd) involved in the negotiations with the Building & Loan Association, where the building of 23 to 26 houses is being considered. It was moved by Henkey, seconded by Felts that'the City proceed to install the sewer and water in Tract 698, and that the Install water & sewer in Tr. 698. Oorriveau raised the question as to whether the Oity can legally sell the pier bonds and use the money for installation o~ water and sewer mains. Oity Attorney Dana R. Williams stated that the bonds are desig- nated "Pier Bonds", but they.were purchased with general funds of the Oity, and if sold, the money goes into the general ,fund to.be used for whatever purpose it is needed. Ur. Norton stated that xaal he has paid taxes on this property for five years with the expectation that water and sewer would be installed when needed. Mayor Reed stated that the matter of sewer and water in Tract II 698 is a question of financing, and that she is in favor of Mr. Norton's building program, but she is definitely against selling the, bonds for the reason that they should be kept in reserve for a possible emergency. ' Councilman Felts suggested that in order to clear up the mis- understanding which exists in the minds of some people, that Mr. Norton start his building program in Block 104 where the utilities are already in. Ord. City Attorney Dana R. Williams reported that he has been in Land Co. conference with Mr. Cleary, Attorney for the Ora Land Co., on the matter of purchase of portion of Lot 9, Block 1, Tract 125. The Ord Land Co. offered this property to the City for 81500.00. The hearing on the Condemnation Action has been tentatively set for August 4th. It was moved by Henkey, seconded by Felts that the City Attorney continue negotioations with the Ord Land Co. ,for purchase of portio~ I of Lot 9. Demands numbered from 64 to 110 inclusive were read. It was moved by Hughes, seconded by Henkey that the bills be allowed and warrants drawn on the' treasury for same. RESOLUTION NO. 485 was introduced and read. - A Resolution of the Oity Council of the City'of'Seal Beach approving the Memorandum of Agreement for expenditure of 1/4 cent gas tax for improvement ~f streets of major importance within the City. Xrenwinkel reported that Young-Johnson Co. offered a Ford for' .$1327.96, tax extra. It was moved by Felts, seconded by Henkey that the Purchasing Agent be authorized to inquire as to trade-in allowance for the Buick on the purchase of a Ford. Motion carried. " July l5, 1943(Oont'd) Mayor Reed called attention to the splendid job which is being carried on through the Local Ration Board by volunteer service, and that they should have some public recognization. It was moved by Henkey, seconded by Felts that the Ration Board be publicly recognized and acclaimed for the splendid work they are doing for the City and the outlying districts which they are serv- ins I ing. Motion carried. Oouncilman Henkey ezpressed regrets that the Counci+ cannot recog- nize th~s,valuable service with more than praise and a vote of thanks. City Tax Collector C. A. Miller presented taB deed to Lot "l7, Block 108, Bay City Tract, Eleanor G. Shaw. Property five years' delinquent on June 30th, 1943. . It was moved by Hughes, seconded by Felts that the Oity accept the Tax Deed to Lot 17, Block 108, Bay City Tr. from the Tax Collector. Mot;on carried. Calling attention to the number of tax deeded lots which are no longer on the active tax roll, C. A. Miller stated that it is time for the Oity to consider another program for disposing of these~lots in order to get them back on the tax roll. Mr. Miller will contact C. W. Hyde, Jr., Tax Land Redemption Specialist, and report at next meeting. The City Attorney presented the renewal Agreement dated July 15th, 1943, with the Seal"Beach Post & Wave for printing and pub- lishing all legal notices required to be published in the City, at rates of .10 cents per line for first insertion, and .OS cents for each subsequent'insertion. It was moved by Hughes, seconded by Henkey that the Contract for legal printing and publishing be approved as presented.
