The City Council of the City of geal Beach met in regular sessiol at 8:00 P.M. and was called to order with salute to the Flag. ROLL CALL - Present: Mayor Reed Councllmen Felts, Henkey, Postal Absent: Councilman Hughes The minutes of Regui~ Meeting of A~~st 5, 1943, were read and approved. The following communioations were read: 1. City of Los Angeles Board of Public Utilities and Transportation- by H. A. payne, Secretary - Notice of Conference concerning recent amendment restricting operation of taxicabs and automobiles for hire, to be held in Los Angeles, city 'Hall Room 150, August 23, '19~3, 2 P.M. . Communication received and ordered filed on the Mayor's motion. 2. Seal Beach War Counci~, by O. Z. Irvine, Secretary - Recommenda- tion that two additional telephones be installed - one in the fire station, requested by Fire Chief W. S. Knighton for outgoing calls,-anc the other at the School Auditorium for Dr. DeSadeleer for contact with . his sub-stations in case of disaster. Mayor Reed stated that it is her uhderstanding that the State will pay one-half of the cost of the Civilian Defense communication set-up. ShE requested the City Council to meet informally with the War Oouncil Sunday afternoon to discuss arrangements for making application to the State for an appropriation for Civilian Defense communication system. It was moved by Henkey, seconded by Felts to receive and file the Com- munication from the War Council, and that the request for two add;tion- al telephones be granted. Mott, Director, Valuation Division - Acknowledging receipt of the Oity Assessor's statement of assessed valuations. On August 16th the State Board of Equalization will act on the matter of the utility'assessment roll, and fhel1, final figures will be mailed shortly thereafter. Arvanitis 4. Sam's Sea Food Spa, by George Arvanitis - Oalling attention to Com- plaint. the numerous accidents on the State Highway in front of his oafe, and Utility tax roll. I the need for a light at that location . It was moved by Postal, seconded by Henkey to: receive and file the communication from Mr. Arvanitis, and that a letter be written to the . Chief of Police Lee Howard reported to the Council that this , . matter has been called to the attention of the State Highway Com- mission on several occasion~ during the past years, but nothing has been done to remedy the condition. 5. Tim Hussey - Request for leave of absence from position of City Mechanic for the duration of the present emergency. It was moved by Felts, seconded by Postal to receive and file the letter from Tim Hussey, and that his request for leave of absence I be granted. Motion carried. 6. Ernest M. Franklin, U. S. Marine Oorps ex-service man - Ask- ing for an apology from Officer Jack Whittington. It was moved by Postal, seconded by Henkey that the letter from Mr. Franklin be received and filed and referred to the Chief of Police for investigation and reply. Motion carried. Finance City Attorney Dana R. Williams reported that the Bank of City Warrants. America will finance City warrants same as last year. It was moved by Postal, seconded by Henkey to instruct the City Attorney to take the necessary preliminary steps to raise temporany funds on tax anticipation warrants, amount not to exceed $35,000. Tax deeded lots- Sale. I AYES: NOES: ABSENT: Councilmen Felts, Henkey. Postal, Reed None Councilman Hughes. Motion carried. Councilman postal, Chairman of Committee on tax deeded lots reported that the Committee met and worked out a plan for offering for sale at public auction, the eleven lots to which the City has absolute title. A tentative bid schedule setting a minimum price on each separate lot was submitted to the Oouncil for approval. It was suggested that the price list, with, the description and loca- tion of the lots be published prior to date of sale, and that the terms of purchase be one-fourth cash, and the balance to be paid upon delivery of deed. It was moved by Felts, seconded by Postal that the City Attorney be instructed to publish the list of lots to be offered for sale, wi~h the minimum bid on the basis of the figures submitted, and that he take the necessary legal steps to prepare the proceedings for sale of these lots. Civll Service. by 43 On the matter of Oivil Service, it was moved by Felts, seconded Henkey that the C~ty Attorney be instructed to draw up an ordinance I Reports. I Bills. Weed Report. Reso. 487 - Weed cost. I Ord. 279 - 1943- 44 tax rate. establishing Oivil Service for the Police Department. , Maintenance Foreman R. N. Thomas ~ddressed the Oouncil stating that he too should be considered in the Oivil Service rating. Councilman postal stated that he could see no point ,in adopting Civil Service for one group and no~ include the other City employees. Councilman Henkey withdrew his second to the motion, stating that the question should have further study in order to get a clearer idea of what the Civil Service system entails. Motion lost. Councilman Postal stated further that 'some program of security in the way of a modified Civil Service system including sick benefits should be worked out. CITY OFFICERS REPORTS Reports for the month of July of the City Treasurer and Oity Olerk were read. It was moved by Postal, seconded by Felts to receive and file the City Officers reports. ACCOUNTS AND BILLS Motion carried. Demands numbered from 178 to 205 inclusive were read. It was moved by Postal, seconded by Felts that bills be allowed and warrants drawn on the treasury for same. AYES: NOES: ABSENT: Councilmen Felts, Henkey, Postal, Reed None Oouncilman Hughes Motion carried. Street Superintendent O. A. Yil+er presented his report of cost of removing weeds. Total cost, $1402.88. RESOLUTION NO. 487 was introduced and read. A RESOLUTION CON- FIRMING THE REPORT OF THE STREET SUPERINTENDENT FOR THE COST OF REMOV- ING CERTAIN WEEDS AND THE ABATEMENT OF THE SAME AS A NUISANCE UPON OR IN FRONT OF QERTUN REAL PROPERTIES IN THE OITY OF SEA,L BEACH, CALIF. ORDINANCE NO. 279 was introduced and read. AN ORDINANCE OF THE OITY OF SEAL BEAOH, CALIFORNIA, FIXING THE RATE OF TAXES NECESSARY AS A REVENUE TO CARRY ON THE VARIOUS DEPARTMENTS OF THE CITY OF SEAL BEACH AND TO PAY THE BONDED INDEBTEDNESS FALLING DUE'FOR THE CURRENT YEAR 1943-1944; DESIGNATING THE NUMBER OF CENTS ON EACH ONE ~JNDRED DOLLARS OF PROPERTY VALUATION FOR THE VARIOUS FUNDS OF SAID CITY UPON THE WHOLE OF THE TAXABLE PROPERTY OF SAID CITY AS ASSESSED BY THE CITY ASSESSOR AND EQUALIZED BY THE CITY COUNCIL OF SAID CITY AND HEREBY LEVIED UPOlq THE WHOLE OF SUCH TAXABLE PROPERTY OF SAID CITY OF SEAL BEACH. Motion carried. on the matter of pillows for the medical unit of Civilian Defense, Mayor Reed requested that the Purchasing Agent confer with Dr. BeSadeleer on the purchase of the twelve pillows author- ized at meeting of July 1, 19~3. The purchase of a new Police car was discussed. It was moved by Henkey, seconded by Postal that the Purchasing Agent be authorized to advertise for bids on an automobile suitable for police work. After much discussion on the matter of specifications as to make, type and model, Councilman Henkey amended his motion by adding that the Purchasing Agent confer with the Oity Attorney on the drafting of the notice inviting bids. Mayor Reed called for a vote on the amendment to the motion: I AYES: NOES: ABSENT: Oouncilmen Felts, Henkey, Postal, Reed None Councilman Hughes. Motion carried. Mayor Reed stated the motion as amended:- Tha~ the Purchas- ~ng Agent be authorized to advertise for bids on an automobile suitable for police work, and that he confer with the City Attorney on the drafting of the notice inviting bids. The problem of keeping the City's trucks and other equipment in repair was mentioned by Councilman Felts. Maintenance Foreman R. N. Thomas reported that we have a man in the employ of the City,\by the name of C. A. Allen, who has had thirty- five years experience in equipment repair work. It was suggested that Mr. Allen be given a trial at .85 cents per hour, and if his work proves satisfactory that:h~ be given the specified mechanic's wage of .95 cents per hour. It was moved by postal, seconded by Fel:t;s that C., A. -Allen be 'llI"'~o.1 ployed for work in the City shop at truck driverls wages for a trial period.
