The Oity Council of the Oity of Seal Beach, California, met in regular session at 8:00 P.M. and was oalled to order with salute to the flag. Seal Beach Post, by Neil Adams, Editor - Announcing the pub- lication in connection with the usual weekly editions of the paper of a series of full page ads sponsored by local oraganization, merchants and individuals in the Oity and nearby areas, to promote the Third War Bond Dt7ve. Requesting the City to support the cam- paign by subscribing for a standard spon~orship costing 16.00 for the series of three issues. Miller reported that no further word has been received from the Army on the matter of negotiations for pier lease. Oity Engineer J. A. Woolley reported that oaptain Turner in the U.S. Engineer's office, 751 So. Figueroa, L.A. is head of the Dep1t of Leases for the Army. Mayor Reed asked Mr. Miller to continue his negotiations. CITY OFFICERS REPORTS Reports for the month of August of the Chief of Police, Oity Judge, Water,and Building Dep'ts and miscellaneous receipts were ,I read. It was mov.ed by Hughes, seconded by Postal that City Officers peports be received and filed. Motion carried. ACCOUNTS AND BILLS Demands numbered from 206 to 271 inclusive were read. It was moved by Postal, seconded by Henkey that bills be allowed and warrants drawn on the treasury for same. It was moved by Felts that the City withhold payment of the $800.00 to the Ord Land Compahy until such time as the Deed and Policy of Title are delivered to the City. Motion withdrawn. It was moved by postal, seconded by Henkey that Demand No. 272 I . in favor of the Ord Land Company be allowed and warrant drawn on the treasury for same, and that the check be held until the Grant Deed, , . Rescind Councilman Felts called attention to misunderstanding with Hussey leave fin of absence.reference to the work which Tim HUBsey is now en~ged. Mr. Felts stated that his motion which was made at meeting of Auguet 19th to grant the request of Tim Hussey for leave of absence 'for the duration of the present emergency was made with the understanding that Mr. Hussey had entered the service of the United States in Post-, war road projects. Woolley, Consulting Engineer reported- that the matter was discussed with A. A. Beard, Oounty Suplt of. Highways. Money has been allocated by the State to the County of Orange for surveys and plans for proposed projects. Mr. Woolley submitted Electric Avenue resurfacing as a project to be included in this program. Mr. Woolley reported that the damage to the roadway of the I' p~er caused by Army truckS, cannot be considered a ~jor damage. 51 Such damage is a maintenance problem. Revet- On the matter of construction of the proposed revetment, Mr. ment. Woolley recommended that the work be started immediately, and that it be done with Oity labor. He presented a revised'plan for the Council~ approval, also an estimate of the cost of the work, at $2050.00. It wa~ moved by Postal, seconded by H~ghes to receive and file the communications ffom Mr. Woolley, and that the City Attorney be in- instructed to draw up a resolution authorizing the construction of the revetment work, cost not to exceed $2050.00. On the oil drilling Question whioh has again been revived, Mayor Reed reported that certain promoters have been to see her. Councilman Postal stated that the proposition should be killed now, and that the City Council should not "enter into the matter, for the question was settled by the people. It was moved by Postal that the Oil Company be notified that the City Council is not interested, nor will they take any action on the matteJ Motion lost for want of a second. Allen - M~intenance Foreman R. N. Thomas reported that C. A. Allen is Oity Mechanio.doing a good job on equipment repair work. He recommended that Mr. Allen be appointed City Mechanio. It was moved by Henkey, seconded by Postal that C. A. Allen be :1 Cigar- ette Tag Week. appointed City Mechanic. Motion carried. Rae Mathis addressed'the Council in the interest of Cigarette Tag Week, Sep1t 5th to 11th, which is being sponsored by the American Legion and Legion Auxiliary throughout the State for the purpose of raising funds for purchase of cigarettes for the armed forces. She asked that the Mayor issue a proclamation designating Sep't 5th to 11th as Cigarette Tag Week.
