The Oity Oouncil of the Oity of Sear Beach met in regular sessiol
at 8:00 P.M. and was called to order with salute to the flag.
ROLL CALL - Present: Mayor Reed
Councilmen Felts, Henkey Hughes, postal
Absent: None
Minutes. The minutes of regular meeting of Bep.tember 2,' 1943 were tea~
and approved.
The following communications were read:
Martin- 1. Civilian Defense Council, by C. Z. Irvine, Secretary - At meetinl
Car-
nival. held on Sunday, &September 12th, a Mrs. Martin made request for-per-
miesion to put on a carnival for one week. 15 % of the gross rece~pts
'to be given to local defense funds.
It was moved by Henkey that the Council grant pemmission to this party
to hold a carnivai for the benefit of Civilian Defense, and that the
date and nature of the carnival be approved by the City Council, and,
that the granting of the permit be conditioned upon securing perm1ssiol
from the pDoperty owners for use of the lots.
Motion lost for want 'of a second.

It was moved by Postal, seconded by Felts to receive and'file
the communication from the Defense Council, and that the matter be
referred back to the Civilian Defense Council for investigation and
report back to the City Council.
Motion carried.
Posf- 2. Orange Oounty Water District, by W. W. Hoy, Secretary - Reque~t-
War
Water ing that a committee consisting of at least one member from the City
Conser-
vation. 'Oouncil, and the others being progressive citizens of the oommunity,
be appointed to work in cooperation with like committees in Orange
County for the purpose of planning for post-war conservation of water
in the Orange County area.
Ordered filed on the Mayor's motion.
Salary
raises.
On the matter of proposed salary raises, which matter was referrl
to the Finance Committee, Mr.iPost&l recommended that the ealary of
Lucile Smith and the compensation for the Fire Department be raised, _
and that action on the other requests for increaee in salary be deferr-
ed until the end of the fiscal period to see how the budget allowances
are meeting the demand; then, if the funds permit, the'raises will be
allowed retroactive.

Councilman Hughes reoommended that the Judge and Tax Collector
C. A. Miller, also be given an increase in salary.

the figures outlined in the Budget on salary increa~es, as follows:
C. A. Miller, #25.00; Lucile Smith, $25.00; Fire Department, $25.00
. and the City Judge, $20.00.

B. F. Krenwinkel requested that he also be included in the
increase for use of his automobile. He report~d that he travels
more than 1000 miles each month for the Oity.
Councilman Postal stated that byoreason of the fact that C' ,';. Ll

certain salary increa~es have been allowed, he can not approve the
demands when presented each month; therefore, he requests tha~
someonace18e0be appointe~ to serve on the Finance Committee.
Mayor Reed stated that the matter of appointing a new member
on the Finance Committee will be taken care of at the adjourned
meeting on the 30th.
It was moved by Hughes, seconded by Felts to instruct the
City Attorney to bring in an amendment to the salary ordinance.
Motion carried.
CITY OFFICERS REPORTS
Reports for the month of August, 1943, of the City Treasurer
and City Clerk were read.
It was moved by Hughss, seconded by Felts that the City Officers

Demands numbered from 274 to 302 inclusive, were read.
It was moved by Postal, seconded by Hughes that bills be allowed
and warrants drawn on the treasury for same.

RESOLUTION NO. 493 was introduoed and read. A RESOLUTION
AUTHORIZING AND DIRECTING THE CITY ENGINEER TO PROCEED WITH THE
CONSTRUCTION OF A REVETMENT OR WING WALL AT THE'EASTERLY TERMINUS
OF THE BRIDGE ACROSS ANAHEIM BAY.
It was moved by Henkey, seconded by Felts that Reso. No. 493 be
adopted.
AYES: Councilmen Felts, Henkey, Hughes, Postal, Reed
NOES: None ABSENT: None Motion carried.
It was moved by postal, seconded by Henkey to adjourn until
September 30th, 1943, at 8:00 P.M. . Motion carried.
