The City Oouncil of the City of Seal Beach met in regular sessiOl
at 7:30 P.M. and was called to order with salute to the frag.

Mrs. Moore suggested that a permanent Recreation Committee be organize,
from the various social and civic organizations in the City. She pro-
posed a plan whereby a sound projector, could be purchased for the use
of local groups for showing motion pictures.
Report received and ordered filed on the Mayor1s motion.

It was moved by Henkey, seconded by Felts to receive and file the com-
munication from B. F. XrenWinlcel, and that the matter of wage inc~easel
be referred to a Committee for further consideration and study of the
budget, and report at next meeting of the Council.

Mayor Reed appointed Councilmen Felts, Henkey and Hughes
on the Salary Committee to confer with City Auditor Harold J.
Frank on the matter of budget allowances.
It was moved by Postal, seconded by Henkey, that reading of
Salary Ordinances No. 280 and 281 be defea-red unti-l after the
Salary Committes makes report.

Reports. OITY OFFICERS REPORTS
, Reports for the month of September of the City Judge, Chief
of Polics, Building, Water and Tax Departments were read.
Oity Attorney. Dana R. Williams gave a detailed report of.his'
work in connection with the Ord Land Company-City of Seal Beach
Condemnation Suit, and final compromise settlement.

It was moved by postal, seconded by Henkey that Resolution
No. 496 - accepting bids to certain parcels of real property, '
which Resolution was adopted September 30th, 1943, be rescinded.
Motion carried.
RESOLUTION NO. 498 was introduced and read. A RESOLUTION
OF THE CIT~ OF SEAL BEACH, CALIFORNIA, ACCEPTING BIDS TO CERTAIN
PARCELS OF REAL PROPERTY, AND AUTHORIZING THE MAYOR AND CITY CLERK

TO EXECUTE GRANT DEEDS TO PARCELS UPON FULL PAYMENT OF PURCHASE PRICE
THEREFOR.
It was moved by Postal, seconded by Hughes that Resolution No. 498 be
adopted.

Carnival. On the matter of the proposed Carnival for the benefit of
II Oivilian Defense, Mayor Reed reported that C. Z. Irvine, Secretary of
Civilian Defense, has not yet secured permission from owners of the
property on Main Street for use of same.

Councilman Felts called attention to difficulty experienced in
dim-out by motorists not familiar with the exactt location of the
street corner at the intersection of Main and Ocean Avenues, in making
.. ..
a right hand turn they drive over the curb at the North-West corner.
Mr. Felts suggested that the curb be painted white.
The matter was referred to the Street Superintendent.
Mayor Reed requested that the electric clock which is no longer
,
needed at the Observation Post, be installed in the Oouncil Chamber.
.
Councilmen Henkey and Felts, donors of the clock, granted the request.
Fire Chief W. S. Knighton addressed the CoUncil again calling
attention to need for a loudsr f~re alar.m. The firemen living in the
North-East part of the City can not hear the old fire whistle.
Mayor Reed agreed to contact Civilian Defense authorities asking per-

mission to use the air-raid horns for fire alarm.
It was moved by Felts, seconded by Hughes to adjourn until
Thursday, October 14 at 8:00 P.M.
