The Oity Council of the City of Seal Beach met in regular
session at 7:30 P. M. and was called.to order with s~lute to the flag
ROLL CALL - Present:

Absent:
The minutes of regular meeting of October 7th, and adjourned
meeting of October l~th, 1943, were read and approved.
The following communications were read:
1. Max Henkey, Manager of the Seal Beach Municipal Band - Report
on sale of the Band instruments to the Baxter-Northrop Company of
Los Angeles, as follows:

It'was moved by Felts, seconded by Hughes to receive and file the
report on the sale of Band instruments, and that a vote of thanks be
given to Mr. Henkey for his 'efforts, and that the check in amount of
$201.71 be given to the Boys I Olub of Seal Beach.
Motion carried.
2. James V. Arnerich - Requesting the use of the City's equipment
with operator for the purpose of moving rubbish and levelling the
Blide1er Inn property.
It was moved by Henkey, seconded by Hughes to receive and file the
communication from Mr. Arnerich; and that his request be granted on
the following terms and conditions: For rent of the Bulldozer, e5.00
per hour exclusive of the operator, and that Mr. Arnerich assumes
responsibility of repairing the equipment if same is damaged.

On the matter of sale of the old garage building at 317 Main
Street, Mr. Joy P. Harper addressed the Council withdrawing part of
alternate bid which provides for the garage to remain on the property
for six months as a storeroom. He stated that he will have the build
ing moved within thirty days provided labor cOnditions are favorable.

Otherwise he will pay rent at the rate of &20.00 per month until
he can get the building off the property.
It was moved by Henkey, seconded by Hughes to accept the bid of
Joy P. Harper of $200.00 for the garage bUilding, and that the ~ ~
City Attorney be instr~cted to draw up the proper agreement, subject
to the consent to the owner of the North half of the building.

Mayor Reed reported that while 1n Sacramento she contacted
Mr. Duffey of the State War Council regarding use of our'air-raid
horns for fire alarm; and on Monday she talked with Mr. Liebe~man,
County Coordinator of Civilian Defense, who, by authority of Mr.
Andrews, Chief Protection Officer of this District, granted per-
mission to use the air-raid horns as a fire alarm. This authori-
local
zation to be given wide/publicity.
Salary Committe~, by Councilman Felts, Chairman, reported
that investigation shows that our wages are abou~ the same as other
Cities are paying. He requested that the Committee be given further
time to talk the matter over with City Auditor Harold J. Frank.
Mayor Reed requested the Salary Committee to continue, and to
report at next regular meeting.

CITY OFFICERS REPORTS
Reports for the month of Sep-tember of the City Treasurer
and City Clerk were read.
Auditor's Report for the quarter ended September 30, 1943, was
presented by Harlod J. Frank.
City Attorney Dana R. Williams gave report on recent Confer-
ence of the League in S~cramento with reference to legislation
affecting 9ities of the Sixth Class.
It was moved by Postal, seconded by Hughes to receive and file
the City Officers reports.
ACCOUNTS AND BILLS
Demands numbered from, 374 to 401 were read.
It was moved by Postal, seconded by Hughes that bills be allowed

Water Su~erintendent C. A. MIller reported that the Orange

County Health Department now demands that we chlorinate our water
supply. The Wallace Tiernan C~mpany was contacted for an estimate on
cost of installing the chlorinator which the City owns. Expense will
be from $175.00 to $200.00,..
It was moved by postal, seconded by Hughes that the Water Superinten-
dent be authorized to expend an amount not to exceed $200.00 for
installation of the chlorinator at the Water Plant.

On the matter of purchase of the chlorinator which has been in
use at the Sewage Plant for the past several months, it ~~s moved by
Henkey, seconded by Felts that the Purchasing Agent be authorized to
purchase from the Wallace and Tiernan Company, the ohlorinator at
price not to exceed $1650.00 including tax.

Tax Collector O. A. Miller rep'orted that he has received full

No action was taken on the matter.
The problem of post-war planning was discussed, also the ques~'
tion of finances to carryon construction programs when the war is
over. Councilman Felts mentioned that much of the general discussion
at the League Conference was on the subject of post-war planning" now
Councilman Postal suggested that a Committee for post-war planning be
appointed so that we will be ready when the war is over. He stated ~,
that one reason for his opposing the proposed sale of the Pier bonds
is that there would be no reserve on hand for matching Federal funds
which may be allocated to Cities for post-war projects.
It was moved by Felts, seconded by postal to adjourn.
