Philip Norton addressed the Council stating that the
I
reason for his asking for this special meetin~ is that he must
give an answer to F.H.A. in Los Angeles tomorrow, November 2nd,
to the effect that there is nothing standing in the way of com-
pletion of his building program as outlined in his application
to the War Production Board. He stated that he will comply with
all requirements of the City Engineer and the Building Department
so that the work may start as soon as soon as possible.
Mr. Glenn Bailey, who is in charge of the building construction,
was introduced to the Council.
In answer to questions regarding the dirt fill, Mr. Norton
stated that in order to avoid the inconvenience, and additional
I
labor costs of digging trenches in soft dirt, it is advisable to
put the foundations in first, and then make the necessary fill
inside and outside the foundations.
J. A. Woolley, Consulting Engineer, presented drawing show-
ing the depth of the fill in each block, also a map showing the
location for the sewer and wa.ter lines.
