The City Council of the City of Seal Beach met in regular' ,
session at 7:30 P.M., and was called to order with salute to the'
flag.

OOMMITTEE REPORTS
Councilman Felts reported for the Salary Committee on the'
conference with Auditor Harold J. Frank, giving comparative wag.e ",C:, ",',
scale in several cities in Orange County. The Committee recommends
that a raise of .05 ceuts per hour be given to all laborers and
other City employees on an hourly wage rate.
Harold J. Frank recommended that the City dispense with the
guards a,t the sewer and water plants.
Oouncilman Postal stated that the object of the raise in
wages is to off-set the increase in living costs; therefore, other

City employees who are on a monthly salary should also participate
in the wage increase. He suggested that .05 cents be added to the
hourly wage, and $10.00 per month to the monthly salaries for those
who were not considered in the proposed salary ordinance.
On the Mayor's motion the report of the Salary Committee was
accepted and the..Osmm!ttee dismissed.
CITY OFFICERS REPORTS
Reports for the month of October of the Chief of Police, City
Judge, Building, Water and Tax Departments were read.
It was moved by postal, seconded by Hughes that the City Officers

RESOLUTIO~ NO. 501 was introduced and read. A RESOLUTION OF T~
CITY OF SEAL BEACH, CALIFORNIA, AUTHORIZING THE PURCHASE OF A CHLOR-
INATOR FOR'USE IN THE OITY OWNED SEWAGE DISPOSAL PLANT; DECLARING THE
NECESSITY THEREFOR TO BE FOR THE HEALTH AND SAFETY OF THE CITIZENS OF
SEAL BEACH; PROVIDING FOR THE IMMEDIATE EXPENDITURE OF PUBLIC Fm{DS
BY THE OITY, AS PROVIDED BY SEOTION 874 OF THE MUNIOIPAL CORPORATIONS
ACT OF THE STATE OF CALIFORNIA; AND DECLARING AN EMERGENCY THEREFOR.

Consulting Engineer J. A. Woolley reported that the plans and
specifications for sewer and water lines in Tract 698 will be ready
to present to the Council at next regular meeting.
In connection with the proposed sale of the Pier Bonds, City
Attorney Dana R. Williams was asked to make inquiry regarding a
markey for such bonds.
Councilman Henkey stated that it is just a matter of good
businees.to sell enough of the Pier Bonds to pay for installation of
sewer and water mains in Tract 698. On this investment the City will
receive an annual revenue of a.pproximately $4000.00 from taxes and
sale of water. The bonds pay only 4 per cent interest.
The additional cost to the City for maintenance'of streets,
sewer and water lines, collection of garbage, trash, etc., in Tract
698 was discussed.
ORDINANCE NO. 280 was introduced and read. AN ORDINANCE OF THE
OITY OF SEAL BEACH, CALIFORNIA, FIXING THE COMPENSATION TO BE PAID TO
THE VOLU1f1'E!1:R FIRE flEPARTMENT OF THE CITY OF SEAL BEAOH.
It'was moved bY Postal, seconded by Hughes that Ordinance No. 280 be
deemed as having had'its f1rst'reading.

Flood Control District for extension of the West jetty at the mouth

It was moved by Postal, seconded by Henkey that the Purohas-
ing Agent be authorized to purchase a California Bear Flag to be
placed under the Stars and Stripes on the City Hall flag-pole.

buted on the basis of census figures, it ~as moved by Henkey, second-

$25.00; Lucile'W. S~ith, e?5.00; B. F. Krenwinkel, $10.00; Mainten-
ance Foreman, $10.00; Oitr Garden~r, $10.00, and Police Judge,
$!O.OO, effective as of November 1st, 1943.
