7:30 P.M. - Time and prace for regular meeting of the City
Council. Quorum not present, the City Clerk adjourned the meeting
until Friday, November 19th at 7:30 P.M.
There is a joint meeting of the Los Angeles County and Orange
County Leagues of California Oities being held at Hotel Hilton in
Long Beach this evening. The Mayor and members of the City Council,
and City Attorney attending.

The City Council of the Oity of Seal Beach met in regular
adjourned session at 7:30 P.M., and was called to order with salute
to the flag.
ROLL CALL - Present: Mayor Reed
Councilmen Henkey, Hughes
Absent : Councilmen Felts, Postal
Oouncilman Henkey was asked "to serve on the Finance Committee.
The minutes of regu+ar meeting of November ~th, 1943 were read
and approved.
COWUNICATIONS
1.' Seal Beach War Chest Committee, by Arthur T. Perks, Chairman-
calling attention to need for funds to meet the quota set for Seal
Beach of $2860.00. Request donation of $50.00.
It was moved by Hughes, seconded by Henkey to receive and file the
communication from the War Chest Committee, and that t~e request for
$50.00 be granted.

3. CommUllity Methodist Church, by Mrs. Fred J. Smith, Recording
Steward, and F. Bruce Ellis, Minister ~ Requesting permission to
place two directional signs on City property:- oneon the ornamental
lamp post at the south east corner of Main and Central, and the ~
other at the north east corner of Tenth and Ocean.

It was moved by Henkey, seconded by Hughes to receive and file the
communication from the COffimunity Church, and that the request for
permiesion to erect tw~ direptional signs on City property at the
locations specified, be granted.
Motion carried.
4. Union Oil Company of California, by Leslie H. Young - Notify-
ing the City that :all pipe lines in the City of Seal Beach pursuant
to franchise granted to ~ the Union Oil Company by Ordinance No.
73, have been removed.
It was moved by Hughes, seconded by Henkey to receive and file the
communication from the Union Oil Oompany.
Motion carried.
5. State Board of Equalization - Notification of application of
Mayson W. and Lenora ~. Shouler, at Yeager's Market, for transfer
of Ret. Pkg. Off-Sale Dietil~ed Spirits', Beer a~d Wine/ft8~nt~.

On the matter of sale of Pier Bonds, City Attorney Dana R.
Williams reported that he received an offer from A. S. Monroe for
$lO,OOO.OO of the Pier Bonds at par and accrued interet.
It was moved by Henkey, seconded by Hughes to accept the bid of
A. S. Monroe for $10,000.00 of the Municipal Pier Bonds, and that
the bonds be sold for par and accrued interest to date of demand.

On the matter of Plans and Specifications from the Los Angeles I
County Flood Control District, Consulting Engineer J: ~. Woolley ,~
reported that he received a letter from Mr. Salisbury, Ohief Engineer,

in answer to his let~er asking for further information on the project,
Mr. Salisbury stated that under this present plan there will be no
change to the Ocean Avenue Bridge.
Mr. Frank Knight of the Seal Beach Plant of the Dep't of Water
and Power of the City of Los Angeles addressed the Oouncil stating

that the plan as outlined by the Flood Control District for the con-
struction of the levee is in accord with the wishes of the Dep1t of
Water and Power.
It was moved by Henkey, seconded by Hughes to approve the Plans and
Specifications as submitted by the L. A. County Flood Control Dist.
for the construction of a rock riprap faced levee from the inner end
of the existing West jetty of the San Gabriei River outlet, Northerly
across the present outlet of Alamitos Bay ~o connect with the Souther
ly end of the existing West levee of the river below Second Street;
and that the Mayor be authorized to execute any necessary instrument
to approve the Plans.
Motion carried.
Mr. Woolley presented the authorization from the War Production
Board for the City to install sewer and water mains in Tract 69g.
Mr. Woolley also presented plans and specifications for in-
stallation of sewer and water in Tract 698, for the C~uncills approva:
It was moved by Hughes, seconded by Henkey to approve the Plans and
Specifications for sewer and water in Tract 698, and to authorize the
