The City Council of the City of Seal Beach met in regular session at 7:30 P.U. and was called to order with salute to the flag. ROLL CALL - Present: Mayor Reed Councilmen Henkey, Hughes, Postal Absent: Councilman Felts The minutes of Regular Meeting of Noyember lSth, and Adjourned Regular Meeting of November 19th, 1~43 were read and approved. The following communications were read: 1. United States Fidelity & Guarantee Co. - Asking to be released from Franchise Bond of the Pacific Electric Railway C~. for spur tracl on Ocean Avenue acrose First Street. On the Mayor1s motion the communication was referred to the Street Committee (Felts and'Postal) and the City Attorney. 2. Lee Howard - Resignation from the office of Chief of Police. It was moved by Postal, seconded by Henkey that the communication from Lee Ho~ard be received and ordered filed, and his resigna~ion accepted. AYES: NOES: ABSE11T: Councilmen Henkey, Councilman Hughes Councilman Felts ~ostal, Reed Motion" carried. 3. E. D. Brown, 2047 Browning'Blvd., Los Angeles - Application for office of Chief of Police. It was moved by postal, seconded by Henkey to receive and file the application of E. D. Brown. Motion carried. 4. Tax Collector C. A. Miller read letter from Larry Company, Inc. presenting check in amount of $123.89 with request to redeem Lot 44, Block 10, Bay City Tract. It was moved by Henkey, seconded by Postal that the Council rescind the action taken July 21st, 1935 in accepting the deed to Lot 44, Block 10, and that the Tax Collector be authorized to accept the check in payment of delinquent taxes, and to issue the usual redemp- tion certificate. Civilian Defe~se Corps, by Frank Shufelt, Chairma~ - Submitting suggested form of Agreement between the State of California and the . City of Seal Be~ch for payment of salary of a Leader with full time duties managing and directing the War Service activities of the ~ Civilian Service Corps of the Seal Beach War Council for yearJJuly -:"" 76 Civilian Defense Leader - salary. . Reports. Bills. Ord. 280 Fire Dept. Compen- sation. December 2, 1943 (Cont'd) 1st, 1943 to June 30, 1944, and fOr the salary of a clerk with full time duties assisting said Leader. After much discussion regarding the wor~ of the office of War Service, it was decided that the services o! one person who will act as Leader and clerk is all that is necessary at this time. It was moved by Postal, seconded by Henkey to receive and file the communication from the Civilian Defense Corps, and that thel . City enter into the Agreement with the State of California for salary of a Leader for Civilian War Servioe on full time basis. . . Upon being asked by Councilman Postal if some of the time of the Civilian Service Leader could be given to the Ration Board, Mayor Reed stated that she will look into the matter. CITY OFFICERS REPORTS Reports for the month of November of the City Judge, Chief of Police, Building, Water and Tax Departments were read. City Attorney Dana R. Williams made report on conference with Mr. Lynton of the Division of State Lands on the proposed tide- land drilling proposition. The State wants to cooperate with the City, and has offered to meet with the City Council to explain the State's attitude on the drilling question. Mayor Reed reported that Mr. Rudd of Huntington Beach asked . . I for an opportunity to meet with the Oity Council to discuss the oil drilling question. It was moved by Hughes, secondea by Henkey that the City Officers reports be received and filed. Motion carried. ACCOUNTS AND BILLS Demands numbered from 497 to 552 inclusive were read. It was moved by Postal, seconded by Hughes that bills be allowed and warrants drawn on the treasury for same. AYES: }TOES : ABSENT: I. The matter of renewal of the dump lease with Bruce Bros. of Huntington Beach, which lease expires December 31, 1943, was discuesE 78 December 2, 1943 (Cont'd) It was moved by Postal, ceconded by Hughes that the City Attorney be authorized to negotiate with Bruce Broe, for renewal of Lease for dump site on the saoe terms, for one year with option for rene~al for another year. Motion carried. The date upon which the resignation of Lee Ho~ard is to take effect, and the appointment of a neT. Chief of Police was discussed. Councilman Postal spoke in favor' of the a~pointment of Officer II' J. A. ~arousek as Chief of Police. It ~as moved by Henkey that Lee Howard's resignation be made effective as of December 31, 1943. Motion lost for want of a second. Ho.'ard I S resigna- tion - moti~n accepting the resignation of Lee Howard 12/31. It was moved by Postal, seconded by Henkey that the former be rescinded, and that the reeignation be accepted as of December 31, 19~3. Motion carried.
