session at, 7:30 P.M., and was called to order with salute to the
flag.

Oouncilman Felts raised the question as to whether the wOrk of the
office justifies a salary of t175.00'per month. and whether the tull-
time servioes of anyone is needed.

communication from the War Oouncil. and that Ohas. Z. Irvine be
'appointed as Leader of the Oivilian Defense Activities. and that *he
,ppointment of a part-ti~ clerk be authorized only when necessary.
