that Insurance Oompanies will not furnish a boud to persons who are
not known to them, nor to Oontraotors who a2e not we~l established.

J. A. Woolley discussed with the Oouncil the matter of prop-
erty damage and public liability insuranoe ~s set forth in the
Speoifications and the Notioe Inviting Bids. Such insuranoe is
, . .
required for all types of publio work, and is oar~ied by all respon-
sible Oontraotors as a oontinuous policy with annual premium. Mr.
Woolley stated that a Oontractor who could not furnish the necessary
bond is not a responsible bidder.
Pernel Barnett, Con~ractor, ~dressed the Oouncil stating
that he has not been successful in his attempts to get the the
required propert~ ~mage insurance.
City Attorney Dana.R. Williams stated that the Council can
reject all bids, and by Resolution, without advertising, the Oity
may do the work of installing sewer and water mains in Tract 698,
by day labor with its own equipment, under the supervision of the
Oonsulting Engineer.
It was moved by Henkey, seoonded by re1ts that all bids for
installation o~ sewer and water mains in Tract 698 be rejeoted.

Mayor Reed stated that the Ninth Regional Direotor of Civilian
Defense in San Franoisoo,' has ruled asainst any Ohristmas lighting
display this year.
