The Oity Oouncil of the City of Se~l Beach met in regular session at 7:30 P.M. and was called to order with salute to the flag. ROLL CALL - Present - Mayor Reed Oouncilmen Felts, Benkey, Hughes, Poetal Absent - Hone The minutes of Regular Meeting of December 16, 1943 were read and approved after slight correction. The minutes of:Adjourned Regular Meeting of Deoember l7th, and Adjourned Meeting of December 21st, 19~3, were read and approved. I The following oommunications were read: '1. Horton & Bailey - Asking the Oouncil to :approve the use of 3/8" "earale&secopper tubing instead. of 1/2" galvanized pipe for connecting oil tanks with the furnaces. Mr. Horton called attention opinion to difference of/between the Building Inspector and Mr. Bailey on the matter of filling under the houses on the high ground. It was moved by relts, seconded by Hughes that the various matte~s contained in the letter from Hort~n & Bailey be investigated, and if conditions do not meet with the Oouncil's approval, that the proper steps be taken to remedy the fault, and that the communica- 1- tion be received and ordered filed. Motion carried. Mayor Reed appointed Building Inspector B. F. Xrenwinkel and Oounoilman IC. J. Hughes to make investigation of items in question in connection with the Horton-Bailey building projeot. Approximately 111 tons of ealvage material was collected in addition to 85 tons of steel rails, and approximately 26 tons of tin, glass and rubber, from other sourges in the Oity, making a total of more than 220 tons from 8eal Beach. Williams reported that the ,matter of property damage insurance in conneotion with the sewer and wa~er prcject in Tract 698 has been taken up with Jessie M. Havens, Agent; Umf. Wlaiiams read a letter from the Oity Attorney of the Oity of Census. Needles in answer to his inquiry regarding pr~oedure and cost of a I,=e. special census. Jlayor Reed requested Mr. Will1ams to, ccntinue his . investigation by contaoting the League cf California Oities for further information. The Oity Attorney tead renewal Agreement with Bruoe Bros~ of - ' Huntington Beaoh for lease of oertain real estate to be used by the Oity of Seal Beach as a refuse dump , for one year ending December 'J 3l, 1944, wi~h pption to renew'said Lease for period of one year after date of expiration. On the matter of sale of the Pier Bonds, Oity Attorney Dana R. , Williams reported that he has held off delivery of the ~onds until the money.is needed for expense in connection with the sewer and wate 90 January 6, 1944( Oont 'd) project in Traot 698. Oounoilman Postal suggested that we pay the bills for this ',"0,' work cut of current funds, and not dispose of the Pier Bonds, and that the City borrow money frcm the Bank later in the year if neoessary. It was moved by Pcstal, seconded by Hughes that the City A~torney withhold disposal of the Pier Bonds until further instructions from the Council. It was moved by Felts, seccnded by Henkey to authorize the Mainte- nance Foreman to have the tractor repaired. Thomas reported that he has a plant qualified man to take over the sewer/maintenance job if the wage is raised to $1.00 per hour. It was moved by Henkey, seocnded by Postal that the 'salary of the sewer plant maintenance man be inoreased from .90 oents to $1.00 per hour, and that the City Attcrney be instruoted to. bring in an. amendment to the salary ordinance, retroactive to January l7, 1944. Mayor Reed declared a 5 minute reoess for informal discussion of salary increases. Meeting was called to order after short recess. I , , It was moved by Pcstal, seconded by Henkey to instruct the City Attorney to bring in an amendment to the salary Ordinance, L::~O- retroaotive tc January 1st, 1944, making the compensation for Polioe I 91 " months Offioers, $170.00 per month for the first sixl $175.60 per month for the next suoceeding six months, and $180.00 per month at expiration of one year of servioe; Police Sergeant, $195.00 ~er month from date of appointment; Ohief of Police, $220.00 per month from date of appointment; Police Matron, 850.00 per month for the first six months, and 860.00 per month thereafter. Smith, 2306 Ileotric Lane, address~d the Council delivery. requesting them to take some aotion by resolution or otherwise whioh will bring about house to house delivery of mail. Oounoilman Felts}st4fede~h.t the question of mail delivery is decided by the Post Office on the baeis of stamp sales, and that he wishes to go on record as favoring any move whioh will help to get house to house delivery of mail. Counoilman Postal offered to serve on a oommittee to oontact the Post-Master. Mayor Reed appointed Qounoilmen Postal and Felts as a oommittee to, investigate the possibilities of delivery of mail, , , I Authier. Adjourn. I Mr. J. V. Authier requested that his applioation for Ohief of Police, with the letters of reoommendation be returned to him. With approval of the Oity Attorney the request was granted. It was moved by Hughes, seconded by Felts to authorize the City Attorney to keep in touoh with developments in Alamitos Bay. It was moved by Felts, seconded by Benkey to adjourn.
