Crumby, Assistant City Manager/Public Works SUBJECT: AMEND CLASSIFICATION PLAN AND DESIGNATE PAY GRADE AND STATUS OF ASSISTANT PLANNER CLASSIFICATION SUMMARY OF REQUEST: That the City Council adopt: 1. Resolution No. 6924 approving an amendment to the Classification Plan by adding the classification of Assistant Planner; and 2. Resolution No. 6925 designating the pay grade and status of Assistant Planner classification. BACKGROUND AND ANALYSIS: The Community Development Department is managed under the direction of the Director of Community Development. The Department has Planning, Building, and Code Enforcement Divisions within the Department. In addition to the Director of Community Development (who manages all three divisions), planning functions for the .City are currently performed by one Senior Planner. Daily planning functions include management of the Planning Commission, processing of entitlements, customer service at the counter, management of the City's General Plan and Specific Plans, etc. In September of 2010, the Executive Assistant for the Community Development Department retired and was not replaced as the City examined the operation of the Department and funding available within the budget. After a thorough review, it was determined that the performance of the Community Development Department would be improved by replacing the Executive Assistant with an Assistant Planner. A class specification describing the responsibilities of the position is attached to this staff report. The addition of -the Assistant Planner was discussed extensively during the budget season and funded within the FY 2012-13 budget. A recruitment to fill this position is anticipated to begin before the end of the year. Agenda Item F The Assistant Planner classification will be allocated to the Seal Beach Supervisors and Professionals Association (SBSPA) bargaining unit. The City Manager has complied with Article 11, Section 7.0 of the Employer-Employee Relations Resolution No. 5242 which allows the City Manager to allocate new classifications or position to a bargaining unit. ENVIRONMENTAL IMPACT: There is no Environmental Impact related to this item. LEGAL ANALYSIS: The City Attorney has reviewed and approved as to form. FINANCIAL IMPACT: All salaries and benefits are included in the FY 2012/13 adopted budget. RECOMMENDATION: It is recommended that the City Council adopt: 1. Resolution No. 6924 approving an amendment to the Classification Plan by adding the classification of Assistant Planner; and 2. DISTINGUISHING CHARACTERISTICS Incumbents at this level are required 10 perform the full range of professional level land use/urban planning activities in the Community Development Department. The Assistant Planner is distinguished from the Senior Planner by the |atter'e ability 10 work more independently and by the increased complexity of aumignmanta, scope, and independent judgment exercised in performing assigned work. The Assistant Planner reports to the Community Development Director. Incumbents normally work under direct supervision, but are also expected to work productively on an individual basis and/or in the absence of a supervisor. ESSENTIAL FUNCTIONS The duties listed below are intended only as illustrations of the various types of work that may beperformed. Performs assigned planning projects involving land use \osuaa and related subjects; performs basic research and oonhamn with applicants and agency representatives ho identify problems and issues. 2. Provides information and assistance to the public at the counter by phone and by e-mail regarding routine to difficult planning-related matters regarding zoning, land use, municipal codes, subdivision regulations, the General Plan, demographic informaUon, and currant projects; researches and reviews building and development projects for plan completeness and ordinance compliance; coordinates project review with other City departments or outside entities. 3.
