The Oity Oo~cil of the Oity of Seal Beaoh met in adjourned
sess10n at 7:30 P~M. and was called to order with salute to the Flag.
ROLL CALL - Present: Mayor Reed

Absent : None
II Navy pr~ject. On the Navy Project at Anaheim Bay, Oity Attorney Dana R.
Williams reported that a telegram was reoe1ved from the Oommandant of
the 11th Naval District, w1th instructions to contact C. C. Gromfine,
01vil Engineer Oorps, U.S. Naval Operat1ng Base at Terminal Island
for 1nformation on the Project.
Mr. W. P. Tiencker, Negotiator for Bureau of Yards & Docks, U.S.
Navy Dep't., Wash. D.O., was present, and at the request of City Att'J
Dana R. Will1ams, UP. Tiencker answered questions regarding the Naval
Project now underway in Anaheim Bay distr1ct. He stated that the
boundar1es of the district affected by the present plan ,extend from

Bay Boulevard to the Easterly Oity limits; also, a 65 ft. r1ght of
way for the Paoific Electric Railway, extending from 14th Street on'
a ourve through Blooks 220, 219 and 218 to Bay Boulevard. The exact
route has not been announced. The plan includes all lots fac1ng
Electrio Avenue 1n Block 220.
Upon be~asked about negot1ations for purchase of ,the propert~
Mr. Tiencker stated that the houses on the Peninsula and on the North

side of the Bay will be appra1sed, and the Navy will pay the fair
market price for the property. Mr. Stanley Goods of Santa Ana, and
Mr. Ralph Hulls of Pasadena, who are recognized appra1sers, have been
seleoted for th1s work, on the basis of the1r reputat10n for that
type of appra1sing. The property owners will be contacted before the
appraisers file their report. The Navy will begin negotiat10ns for
purohase of the proper~y soon after the report is filed, and not more

than 30 days will expire between the s1gning of the papers and the
payment of the money.
Mr. Tiencker stated that the City Water Works 1s not 1ncluded
1n the, Project, ,and that the present plans do not oontemplate any
clos1ng of roads.

Report of the truck Committee - Oouncil~n Hughes reported that
he is 1nvestigating the possibility of purchas1ng a certa1n truok
wh10h is now in storage. Will report further at next meet1ng.

On the matter of Di" license plates for Ohief of Police
Glenn's automobile, which is being used by the 01ty as a staDdby
car for the Police Department, it was moved by Postal, seconded by r~
Felts that the personal oar of i. i. Glenn be.accepted as a staDd-
by car for the Police Deparment, aDd that the Oity Attorney be
authorized to make the necessary transfer of title to the City of
Seal Beach.

Mayor Reed stated that the,Oouncil will hold an informal m
meeting with the Planning Oommiseion after the Council adjourne, for
the purpose of discussion of problems in connection with the moving
of houses from the Anaheim Bay area ,to locations 1n Seal Beach.
The meeting w111 be open to the public.
The Honolulu 011 Corporation, repreeented by Mr. Smith aDd
Mr. John Fleming, presented a formal propoeal for acquis1tion of an
oil and gae lease on Oity owned property on Anaheim Bay Penineula,
with a form of Lease setting forth the following general terms aDd
condi tions:
1. A cash consideration of ,$10,000.00 will be paid to the Oity
by the Honolulu 011 Corp. upon proper execution of the Lease.
2. (a) A royalty of 5 ~ on all oil aDd gas produced, saved and
eold from wells located on leaeed premises, the producing intevals
of which are outside the leased premises, aDd
(b) A royalty o~ 16i,~ on all oil and gas produced, saved
and sold fr~m wells, the produQing intevals of which ar~ under the
leased premises, regardless of position of surface locations, shall
be paid to you ae provided in eaid Leae~.
,. The Lease specifically provides that no use of th~ premises
will be made in violation of any law, governmental regulation, or
ordinance which is applicable.
Check presented as evidence of faith and good intention.

Mr. Smith addressed the Council etating that there might not
be such strong opposition to the drilling on the peninsula, now
since the tone and character of th~t area has been changed by the

Navy's iDdustrial installations.
Raymond C. Smith addressed the Oouncil stating that the sudden
move of the Navy to dispossess the home owners of residence on the
Peninsula indicates that there might exist ,a possible collusion
between the Navy and the Honolulu Oil 'Oorp.
Mr. Smith of the Honolulu 011 Corp. denied any such collusion.
It was moved by Felts, secoDded by Henkey that the communioa-
tion from the Honolulu 011 Oorporation, with the form of Lease be
received aDd ordered filed, aDd referredcto the City Attorney for
further study, aDd report at next meeting.

The $10,000.00 check was turned over to the Oity Olerk.,
It was moved by Felts, seconded by Henkey to adjourn.
