The Oity Council of the City of Seal Beach met in regular ses-l sion at 7:30 P.M. and was called to order with salute to the flag. II The following communications were read: 1. J. A. Woolley, Consulting Engineer - Report on Sewer and Water Project in Tract 69g. Oompletlon of th~ wo~k is expected within a week, and the costs are withi~ the estlmate, allowing for change from 3" to 4" pipe. It was moved by Hughes, seconded by Henkey to receive and file Mr. Woolley's report on progress of the seW~r and water job. . Motion carried. 2. T. M. Thorson, Medford, Oregon - Expresslng his oplnion ln favor of oil drilling in the City of Seal Beach. Oommun1catlon received and fl1ed on the Mayor's mo~ion. 3. Frank the support Shufelt, Ohairman, War Finance Committee? Asking for of each member of the City Oouncil in the Fourth War I Loan Drive now under way. Quota for this district ls 0100,000.00. It was~moved by.Henkey, seconded by Felts to receive and file the communlcation:'from Mr. Shufelt, and that every possllbe effort bs put forth to make the Bond Drive a success. Motion carried, I 4. Orange County Coast Assoclation, by C. A. Miller, President; Harry Welch, Secretary - Thanking the City for lts support during :~ the past year, and inviting a continuation of cooperation for the year 194-4. It was moved by Hughes, seconded by Felts to recelve and flle the oommunlcatio~ from the Orange county Coast Ass'n. Motl~n carried. 5. J. A. Woolley, Consulting Engineer - Review of information received from Mr. Tiencken, Land Acqulsition Agent for the Navy I Bureau of Yards and Dicks, Wash., D.C.1 outlining the general plan ~ of development wh1ch the Navy proposes to follow in connection with the Ordnance Depot Project now uDderway in the Anaheim Bay area.. Mr. Woolley polnted out that eve~ tho' detailed plans for the . w development have not yet been completed, the project has bee~ marked "Rush", and the Navy ls movlng fast; therefore, authorlzation . -I I .1 Boys I Club. Oouncilman Felts stated that the Clty s~ould have some one on the job to look after the 01tY's'interests, aDd that Mr. Woolley is the one to whom authority should be given to keep 1n touch wit~ Navy. developmentl Mr. Wooiley stated that a request has come from the Navy engineers as to the feasibility of a plan for the Depot to use the Oity's Sewage Plant aDd Outfall. He recommended that F. S. Currie, ~esigner and Consulting Engineer who prepared the plans for our Sewage Treatment Plan1 be retained t~work out details of reconstructlon of the Plant should th4 Navy declde to go ln with the City. Mr. Woolley stated that the Navy is debating whether to construct a Sewage Plant on their own property, or to 301n w1th the City in the use of the present Plant. The question now is, whether the Oity welcomes them or not. Mr. Woolley stated that be- fore long the Oity will have to spend conslderable money on the Sewage Pla~t, and this is an advantageous tlme to get help from the Navy. Cost to rebul1d the Plant will be approximately 835,000, including engineerinj services and acquisition of a small portion of land. He recommended tha' the City allow the Navy to use our Plant, and asked the Oouncil to voice an oplnion as to whether or not we want them to come in with us. The Navy will be charged a yearly maintenance and operation fee for the use of the Plant. . It was moved by Henkey, seconded by Hughes that the Oouncil ,go on record as being in favor of further negotlatione with the Navy ln the proposed plan to use the Clty's Sewage Plant. . Burkhart, Secretary - Recommendations as to proposed amendments to the Building Code to take care of the emergency arising from the Navy's possesslon of the Anaheim Bay area. It was suggested that a cash bond be requirsd to guarantee the necessary alterations and repairs to houses moved from the Bay area, and that 120 days be allowed for the work. Mayor Reed stated that the outlay of cash might work a hardship 1- on many. Councilmen Henkey and Oouncl1men Postal suggested that the City requlre a performance bond ln lieu of cash. Edd1e Xupferle addressed the Oouncil stating that 120 days is not enough time for making the necessary alteratlons and repairs due to shortage of labor. It was moved by Hughes, seconded by Felts that the recommendation of the Planning Commission be approved as an emergency measure. I ....:;"!r:. Oouncilman Hughes reported that he has not received any word from the owners of the truck in storage. On the mattsr of proposal of the Honolulu 011 Corporation for Lease to drill on the Amaheim Bay Peninsula, City Attorney Dana R. Wl11iams reported that under the Code the Clty may lease City owned property for 011 drilllng, subject to Ordinance ~o. 230. Mr. W. Smith, representing the Honolulu 011 Corp. addressed the Council stating that the offer made to the City of Seal Beach of 16i2~3roFalt,lf6rioilnRroduoed from vertical drl11ing, and 5 % royalty from slant drl11lng is the highest percentage paid by any major oil Oompany. Salary. -. . ..J. ii , Philip Norton raised the question as to what effect such an oil lease would have on the Navy's negotiations with the Oity for the purchase of the land. He stated that the City must.llve with the Navy for.many years; therefore, we can't afford to jeopardize our posltlon with them. AOOOUNTS AND BILLS Motion carried. Oonsulting Engineer J. A. Woolley presented demands for labor, materlal and engineering services on the Sewer and Water Pr03ect in Tract 698 for month of January. It was moved by Felts, seconded by Hughes that b111s be allowed and warrants drawn on the trsasury for same.
