The City Council of the City of Seal Beach met in regular
session at 7:30 P. M. and was called to order with salute to
the flag.
ROLL CALL - Present: Mayor Reed
Councilmen Fel ts, Henkey, Hughes, Postal
Absent: None
The minutes of reg~lar meeting of February 3rd were read
and approved.
The follOwing communications were read:
1. Ellen M. King, owner of Lots 14 and 28, Block 3, ~ract 125 -
Demand on the City for refund of second installment of taxes on
these lots, in amount of $24.73.
It was moved by Hughes, seconded by Postal to receive and file
the cOlJDUtmica tion from Mrs. King, and that request for refund of
taxes be disallowed.
Motion carried.
2. Board of Trustees, Seal Beach School District, by J. H.
McGaugh - Requesting the City to cancel the 1943-44 taxes on
Lots 32, 34, 36, 42 and 44, Block 210, Bay View Tract, which lots
were purChased recently for school purposes.
City Attorney Dana R. Williams advised the Council that the City
can not cancel taxes which were delinquent at the time the School
District purChased the property.
Upon recommendation of City
Tax Collector C. A. Miller, action on the matter was deferred until
next meeti~.
3. Union Oil Co., by Leslie H. Young - Notifying the City that
all pipe lines installed pursuant to Franchise No. 73 have been
removed. Request that said Franchise Ordinance be repealed and
bond terminated.
It was moved by Henkey, seconded by Hughes that the communication
from the Union Oil Co. be received and filed and referred to the
City Attorney for recommendation.
Motion carried.
4. Department of Finance of the State of California - addressed
to Frank Shufelt, calling attention to failure of the City of
Seal Beach to sign and return to the State the agreement for
allocation of State Aid to local agencies for payment of salary
of a Leader with full time dutLel9'. managing and directing the
war service activities of the Civilian Defense Corps of the

It was moved by Henkey, seconded by Hughes to receive and
file the communication from the State Department of Finance,
and that Frank Shu~elt, Chairman of U.S. Civilian Defense
Servlce Corps be authorized to sign the salary agreement with
the State Department of Finance.

5. Navy Department - Land Acquisition Office, by W..p.
Tiencken, addressed to Mayor Reed, notifying the City that
construction or the Naval Magazine and Net Depot will commence
about March 1st, 1944, and it will be necessary in this connec-
tion to close the bridge at the entrance to Anaheim Bay and cut
certain'water and sewer lines. Form of Permit was submitted
with the letter, which, when executed by the City will. al],ow
the Navy Department to ' enter upon City property and proceed .
with construction prior to completion of the purchase of the
, property.
It was moved by Postal, seconded by Hughes to receive and file
the communication from the Navy Dep' t., and that the matter of
the Permit be referred ~o a committee consisting of the Mayor,
City Attorney and City Engineer to contact Mr. Tiencken ror a
better understanding or conditions involved.

to represent the City in the necessary negotiations with the

6. Copy of Resolution of the Board of Supervisers or Ora~e
County, requesting that the U.S. Navy, in the preparation an~
execution of its plans for construction of an Ordnance Depot
and Harbor at Seal Beach, if possible or convenient, that the
dredged material from the Navy Harbor be pumped to the area
southeasterly or the entrance channel with the view toward pre-

venting further erosion of the beach at Surfside Colony and.
Sunset Beach.
Resolution received and ordered filed on the Mayor'S motion.
Department of State Highways - tabulation showing the appor-
tionment of the January, 1944 quarterly payment of 1/4 cent gas
tax allocation for expenditu~e on streets of major importance.
Seal Beach will receive $296.85 based on 1940 census of 1553 popu-
lation.
Census. City Attorney Dana R. Williams was requested to"write to the Bureau
of Census in Washington, D. C. on the matter of a new census for
Truck.

Councilman Hughes reported that the owners of the truck now
in storage, will sell, but no price was quoted. Committee to con-
tinue negotiations.
City Attorney reported that he is working on the qu1et title
action.
CITY OFFICERS' REPORTS.
Reports of City Treasurer and City Clerk for month of January
were read.
It was moved by Postal, seconded by Hughes that the City Officers'
Reports be received and filed.
Motion carried.
ACCOUNTS AND BILLS.
Demands numbered from 736 to 773 were read.
It was moved by Postal, seconded by Hughes that bills be allowed
and warrants drawn on the treasury for same.

It was moved by Postal, seconded by Hughes that Resolution No.

Mayor Reed called attention to request of Lee Howard
to be released from his bond for Civilian Defense Property
Officer.

On the matter of appointment of a new Civilian Defense Prop-
erty officer to succeed Lee Howar.d, who is no longer connec-
ted with the City, it was moved by Postal, seconded by Henkey
Federal
that C. Z. Irvine be appointed/Property Officer. .

Councilman Postal suggested that the City adopt an
ordinance requiring all ex-convicts to register with the
Police Department wi thin 24 hours after arriving in Seal
Beach.

It was moved by Postal, seconded by Hughes that the City
Attorney be instructed to draw up an ordinance requiring
ex-convicts to report and register with the Police Department.

Councilman Postal called attention to need for certain
equipment for the Police Department, namely: shot gun, rifle,
tear gas gun, finger printing kit and camera, and a "mugging"
camera.

It was moved by Postal, seconded by Henkey to authorize the-
purchase of the Police Department equipment as suggested by
Councilman Postal, and that the Purchasing Agent confer with

the Chief of Police on the matter before the purchase is made.
Cost not to exceed $375.00.

presented to the Council, Showing the tentative layout for
the proposed emergency housing project on a tract of land

nortn of the P. E. Right of Way and east of Long Beach-East Second
Street Highway, which the City ha s arranged to lease from the
Hellman's totake care of the evacuated home owners in the Anaheim
Bay area who have been unable to make other arrangements and wish
to move their ho~ses onto this property. The lease extends only
for the durat,ion of the war and six months atter.

It was suggested that those interested in moving their homes
to this tract make application at the City Hall.
Raymond Smith, Chairman of the Peninsula Improvement Associat1on
addressed the Council expressing appreciation on behalf of the resi-
dents of the pehinsula, tor the Council's fine gesture in providing
a place for this housing project to meet the emergency that exists.
