The Oity Oouncil of the City of Seal Beach met in regular session at 7:~0 P.M. and was oalled to order wlth salute to the flag. ROLL CALL - Present: Absent : Mayor Reed Councilmen Felts, Henkey, Hughes, Postal None I Minutes. Ths minutes of regular meeting of February 17, 1944 were read and approved. The Oity Olerk called attention to error In minutes of meet- lng of February 3, 1944 with reference to the vote on the mot10n to reject the proposal of the Honolulu Oil Corporation. It was moved by Henkey, seconded by Postal that the minutes of meeting of February 3, 1944 be corrected to read as follows: It was moved by Henkey, seconded by Postal that the proposal of the Honolulu Oil Corporation for oil lease on Oity owned property be re3ected on the basis of the present offer. I PETITIONS Petition- Petition in five sections, bearing the signatures of 256 Recall Henksy & persons proposing the recall of Councilman Max Henkey and F. W. Postal. Postal, was read. Oouncilman Postal called attentlon to Seo~ion 11103 of the 1944 Elections Code setting forth the procedure with reference to petitions for the recall of munloipal officers of Cities of the Sixth Ola88. Oity Attorney Dana R. Williams read the section from the 1940 Electlons Code outllnlng the Recall prooedure whlch states in part "One petition and one election shall be sufficient for the recall of one or more officials"; also, Sectlon 11103 of the I Code, amended in 1941 as follows: "0ne election ls sufficient for the recall of one or more officers, but a separate petltlon in necessary to propose the recall of each officera. Woolley, Oonsulting Engineer - Calling attention to the complicated preliminary steps to be taken in connection with the Navy's negotiations for purchase of the Oity's property on Anaheim Bay Peninsula. On the matter of request of Union Oil Company that the City ~e repeal Franohise Ordinance No. 73 and terminate the Bond, 'City Attorney Dana R. Williams reported that the damage to certain streets has not yet been repaired. The City Attorney reported that the determlnation'of the census for the purpose of gas tax allocation must come from the Bureau of Census, Wash. D.C. accordlng to the opinion of the Attorney General. Any local census such as the Federal War Hous- ing Dep't. has proposed for Los Angeles aDd Orange Counties wl11 not be recognized by the State for gas tax purposes; 01ty' Attorney wl11 make further lnvestlgation regarding cost of a new census.
