SUBJECT: NOTICE OF COMPLETION FOR ENVIRONMENTAL
CLEANUP PROGRAM PROJECT
SUMMARY OF REQUEST:
It is requested that the City Council adopt Resolution No. 6351 accepting the
Environmental Cleanup Program Project by United Storm Water, Inc. in the
amount of $14,228.26, and direct the City Clerk to file a "Notice of Completion"
with the Orange County Clerk-Recorder within ten (10) days from the date of
acceptance and release retention in 35 days.
BACKGROUND AND ANALYSIS:
The Environmental Cleanup, Tier I Grant Program (ECP Tier 1) is a grant that is
offered by the Orange County Transportation Authority (OCTA) as part of the
Measure M program that provides grant funds to local agencies to improve
overall water quality in Orange County from transportation-generated pollution.
Projects eligible for ECP Tier 1 include equipment purchases and upgrades to
existing catch basins and related best management practices such as screens,
filters, inserts and other street-scale low flow diversion projects.
The ECP Tier 1 allows local agencies to utilize the County of Orange's Vendor
Master Agreements, which allows the City to take advantage of inclusive and
competitive pricing for equipment and installation. The vendors that were
selected through the County's request include Bio Clean Environmental Services,
Inc., United Storm Water, Inc., and West Coast Storm.
On June 11, 2012, City Council authorized an application for grant funds under
the ECP Tier 1 and selected United Storm Water, Inc. to install the DrainPacs
(filter inserts) at various citywide locations.
On August 13, 2012, OCTA Board approved the ECP Tier 1 and the City was
awarded grant funding in the amount of$10,700.

Based upon the specific grant criteria, the project consisted of installing forty-
eight (48) DrainPacs at various citywide catch basin locations. These locations
were identified as being potential contributors of litter, debris, and other pollutants
which could enter into the City's storm drain system and drain to the ocean.
DrainPacs capture and treat urban runoff before entering the municipal storm
drain system. Currently, 90% of the City's catch basins have DrainPacs installed
by United Storm Water, Inc. Our in house maintenance crews clean and
maintain these devices.
The project is now complete to the satisfaction of the City Engineer. The project
was inspected and it meets all standards and requirements within the project
specifications. It is required to formally accept the project and 'file a notice of
completion with the Orange County Clerk.
ENVIRONMENTAL IMPACT:
This project has corriplied with the California Environmental Quality Act.
LEGAL ANALYSIS:
The City Attorney has review and approved as to form.
FINANCIAL IMPACT:
The ECP Tier 1 requires a 25% minimum local match. OCTA awarded the City
$10,700 of grant funds, the City's contribution is $3,600 totaling to $14,300. This
project will use account number 001-043-44000 to pay the City's contribution of
$3,600. The total cost paid to United Storm Water, Inc. for construction is
$14,228.26.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 6351 accepting the
Environmental Cleanup Program Project by United Storm Water, Inc. in the
amount of $14,228.26, and direct the City Clerk to file a "Notice of Completion"
with the Orange County Clerk-Recorder within ten (10) days from the date of
acceptance and release retention in 35 days.

substantially completed in accordance with the contract documents.
