The City Council of the Oity of Seal Beach met in Special
Session as required by law to canvass the returns of the General
Municipal Election held in the City of Seal Beach on Tuesday, the
llth.day of April, 1944. Meeting was calledcto order at 8:00 P.M.
With salute to the flag.

Sealed envelopes containing absent voters' ?allots, ten in
number, were publioly opened and ballots placed in the ballot box.

The ballot of Edward D. Sproul was deolared lrregular, and <
ordered filed unopened by reason of the fact that. the number on
the ballot, and the instruction stub had been removed and attached
to the outside of the ldentification envelope.

The Oouncil proceeded to count the absent voters' baliots,

OF THE OITY COUNC~L OF THE CITY OF SEAL BEACH, OALIFORNIA, DECLAR-
ING THE RESULTS OF A GENERAL MUNICIPAL ELECTION HELD IN SAID OITY
ON TUESDAY, THE 11th DAY OF APRIL, 1944.
THE OITY COUNCIL OF THE OITY OF SEAL BEACH, CALIFORNIA,
DOES RESOLVE AS FOLtOWS:

That the 'whole number of votes cast at said Election was
649; that the persons voted fo~ the offices for whioh they were
voted, the number of votes given each of such persons in each
precinct, together with the total number of votes given to each of
such persons, including absentee votes, are as follows:

Beach for the full term of 4 years; that

Mayor Reed invited the Officers-elect to come forward.
The Oity Clerk administered the Constitut~onal Oath of Office
to each of the newly elected officers, and presented them with a
certificate of eI~et~on.
Oouncilmam Elmer J. Hughes vacated his cha~r at the 60uncil
table, and-Councilman A. M. Ashman and Oouncilman W. D. Gauntner
took thelr places at the table, and were greeted by the Co~ncilmen
and other Officials.

the Martln United Shows Carnival from June, 12th to June, 18, in-

back to the Boys Club for further details.

6 Yellow Cab Co., of Long Beach by H. O. Christensen, Pres.
opposing the issuance of an exclusive franchise for taxicab service
in the City of Seal Beach, asking that operations continue on the
same basis as in the past, and that they will renew their license
which expires on June, 30th. Letter received and ordered filed
on the motion of the Mayor.

9 Office of Civillan Defense, San Francisco, by Lloyd M.
Smith Acting Regional Director-- Referring to Public Procla-
mation #20. A Proclimation issued by Govenor Warren November,
first, 1943 suspending dimout on Pacific Coast. The only res-
trictions presently applicable to the lights on the Seal Beach
Pier are the general requirements of the blackout law.

The Mutual Aid Fire Plan Agreement which was presented
by the Fire Chief at meeting of March, 16th and held over for
further consideration was again discussed. City Attorney Dana
R. Williams approved the Mutual Aid Fire Plan Agreement as to
form and recommended that the City enter into this Agreement.
It was moved by Postal, seconded by Henkey that the City co-oper-
ate with the plan for Mutual Flre Ald and that the ~~yor be auth-
orized to execute the agreement on behalf of the city.

Reports for the month of March of Clty Clerk and City
Treasurer were read. Harold J. Frank, Auditor with Diehl & Co.,
presented budget report covering period from July, 1st 1943 to
March, 31st 1944.
It was moved by Postal, seconded by Henkey that the Clty
officers reports and Auditors report be received and ordered filed.

Demands from 957 to 971 inclusive and 985 to 1002 inclu-
si ve were read.

allowed and warints be drawn on the Treasuary for same.

&.ID CITY TO BE A PUBLIC NUSIANCE, CREATING A LIEN UPON THE
PROPERTY FHONTING UPON SAID STREETS OR SIDEWALKS OR UPON VlHICH

granting to the Union Oil Company, Pipe Line Franchise.

be deemed as having had its first reading.

Regarding employment of H. F. Robinson in the Engineering
Department it was moved by Postal, seconded by Gauntner that the
matter be referred to the street com~lttee to decide on the re-

commendation of Mr. Wooley in his letter of April, 6th with
respect to Mr. Robinsons work and wages and in the meantime Mr.
Robinson continue with the work on Mr. Wooleys pay-roll.

Regarding purchase of a new truck it was suggested by
60uncilman Gauntner that the matter be discussed with the City
Auditor, Harold J. Frank, and on the recommendation of Mr. Frank
the matter was deferred until next meeting.
Regarding the renewal of Insurance Policies, expiring on
May, 4th on the Seal Beach Pier it was Moved by Henkey, seconded
by Postal that E. W. Reed and Jessie M. Havens be given $50QO.00
each Pier insurance.
