cessed for 15 minutes for lack of a quorum. At 8:~5 P. M. the
re8u1ar meeting was called to order by Mayor Reed with salute
to the Flag.

The minutes of the regular meeting of April, 20, were
read and approved.
Street Superintendent C. A. Miller presented his affadav-
it for the posting of weed notices. There were no objections.
City Attorney Dana Williams presented Resolution, 512

Boys Club of Seal Beach
Letter of J. P. Butler supp1imenting his letter of April 25, ~_
with reference to the Boys Club sponsoring a Carnival by the Martin
United Shows, that the City of Seal Beach waive the usual license
fee, and that the Boys Club receive as compensation 10% of the
gross peceipts. Gauntner objected to the 10% gross fee basis and
mad~utheejuggestion that a stipulated flat fee be asked. Councilman
Ashman suggested that instead of granting the Carnival Company a

license that tbe Boys Club be given tbe privilege of conducting
tbeir own parade and circus. Mr Butler was present and explained
that this was too much of an undertaking under present conditions.
Butler further explained that the Police Department would be In-
structed to call upon the management of the Carnlval Company and
infoem them that their show must be conducted in an orderly manner
with no features that would violate existing city ordinances.
Councilman Gauntner made the motion that the },Iartin United Shows
be granted a license upon the basis of 10% gross with a mini-
mum of $300.00 net to the Boys Club. Seconded by Ashman.

of Maintenance Foreman and asking that he be returned to his

light duty as Police Clerk, switchboard operator and Matron, as

Guy F. Atkinson Company, By E. M. Jennett, District Mgr.
Contractors for the Jetties and other related activities of the
Atl'kin-
son
Co.
Navy Department at Anaheim Bay. Asking for permission to con-
struct a temporary railroad from the Pacific Electric right of
way to the new west jetty, crossing in the vacinity of Electric
Lane and Seal Way and continuing on the jetty built by the City
of Seal Beach and any other adjacent property owned by the City.
Mr. Moxley associated with the Adkinson Company addressed the
Council and explained that upon conclusion of their operations

they will restore the City's property to the condition in which
it now exists. Postal moved that City Attorney Williams ~e
instructed to draw up this p~rmit;cand that the Adkinson Company
furnisHan Indemnity bond in the amount of $100.000. freeing the
City of Seal Beach from any liability or. obligation arising out
of the atkinson's Company operation and further that the Adkinson
Co assume all other costs or expense that may be incurred by the

Consulting Engineer A. S. Monroe was present and dis-
cussed at some length the Pacific Electric's proposed change
in their right of way and their wishes that they be granted a
franchise to change their track in the City. Mr. Monroe made

the suggestion that City Attorney Dana Williams be instructed to
write the Navy Department that this could not be done until they
P.E. had expressed their wishes in the matter. Moved by Postal, secon-

COMMITTEE REPORT ON PIER LEASE
Councilman Henkey reported that ~r. DeArmond wishes to with-

draw his application as he expects soon to be called by his draft
board. A letter from H. D. Beaumont was read submitting a bid
for the Pier Lease on terms to wit. $500. first year $400. second
$500. third, $600. fourth, $700. fifth, with option of renewal for
five additional years on the basis of $700. per annum. COuncilman

Postal moved that Mr. Beaumont's letter be received and filed and
referred to the Finance and Pier Committee's, seconded by Henkey.

CITY OFFICERS REPORTS
Reports for the month of April, 1944 of the City Tax Co11-
ector, Water and Building Departments, City Judge, and Chief of
Police were read. Councilman Postal moved that the reports be
received and filed, seconded by IIenkey.

Demands numbering 1005 to 1067 inclusive were read. Moved
