Housing Element Update Greg Hastings gave an update to the Committee including recent Housing Element approval, the General Plan Consistency Evaluation, the five adopted Housing Element programs (a code amendment for emergency shelters, a code amendment for SRO facilities, a reduction in parking for studio and I bedroom apartments, a code amendment pertaining to senior apartments and a redesignation of property for "affordable" housing opportunities) and the upcoming 2013 -2021 Housing Element preparation. John Douglas answered specific questions about the various programs and the 2013 -2021 Housing Element. 3, Local Coastal Program Update Greg Hastings gave a brief update to the Committee, indicating that no work has begun on the LCP, that the City is waiting to hire a permanent director who would be using the services of a consultant, 4. Committee Member Comments Chairwoman Ellery Deaton suggested that the next Committee meeting focus be primarily on the Housing Element and secondarily on the LCP and that the meeting be advertised, Bruce Monroe suggested a press release to increase interest in the items that the Committee will be discussing. He also asked for additional members be recruited for the subcommittee which lie chairs. 5, Public Comments — Members of the public may address the Committee on any matters related to the General Plan or Local Coastal Program. No public comments were received. 6. Adjournment to alternate future date so as not to be in conflict with the scheduled November 13, 2012 City Council meeting The meeting was adjourned at 7;05 pm to reconvene at 6:00pm on January 8, 2013. Present at the meeting were a number of coastal County and City representatives throughout the State of California. The public meeting offered an opportunity for the Coastal Commission Board to listen to the many frustrating comments from developers and city staff who have attempted to secure certified local coastal plans and development permits within a timely manner. The primary issue was that draft coastal plans were taking longer than 12 months for Coastal staff to begin reviewing documents. The Board was sympathetic but offered minimum alternatives towards streamlining the review process. One particular suggestion was to permit the Coastal staff to hire consultants under contract to assist in the review process but there would be a fee for the expedited service. The Board was amiable to this suggestion and would review the matter with Dr. Charles Lester, Executive Director of the California Coastal Commission. Currently, the Seal Beach Planning and Engineering staff is solidifying a meeting date with the California Coastal Commission District Manager to discuss the City's upcoming Request for Proposals (RFPs) for preparation of the Local Coastal Plan and Implementation Plan to allow a self - permitting process.
