PARKS COMMISSION HELD SEPTEMBER 26, 2012
I. CALL TO ORDER
A regular meeting of the Seal Beach Recreation & Parks Commission was called
to order at 6.00p.m. by Chair Sustarsic in the City Council Chambers, 211 8"
Street, Seal Beach.
II. ROLL CALL
Present: Commissioners Watson, Sustarsic, Loopesko, Sosenko, and
McAllister
Also present: Sean Crumby, Assistant City Manager
Tim Kelsey, Community Services Manager
Dana Engstrom, Community Services Coordinator
III. APPROVAL OF AGENDA
Commissioner Watson moved, Commissioner McAllister seconded, and the
motion carried unanimously, that the Commission approve the agenda as
amended:
1 . State Lands Property- Oral Report
2. Founders Day- Oral Report
IV. ORAL COMMUNICATIONS
Tim Kelsey introduced the new Director of Finance/ City Treasurer, Victoria
(Vikki) Beatley.
V. CONSENT CALENDAR
Commissioner Watson moved, Commissioner McAllister seconded, and the
motion carried unanimously, that the Commission approve the Consent
Calendar.
1 . Meeting Minutes of June 13, 2012.
VI. SCHEDULED MATTERS
2. State Lands Property
Seal Beach resident, John Curran went to the Wetlands Trust and spoke with
Taylor Parker who is running the Los Cerritos Wetlands project regarding use
of the land for a bike park since the City does not own this property. Taylor

Parker is 15 months into a 2 year planning process that will end in May 2013
regarding the proposed use of the 3.5 acres of land. John Curran informed
the Commission that he would have to propose the idea to those that have
the rights to the land.
Commissioner Watson feels that if the bike park were built this would provide
an alternative location for kids to ride/make jumps rather than at Gum Grove
Park. Commissioner Watson moved, Commissioner Loopesko seconded and
the motion carried unanimously to support the concept of a bike park at the
State Lands property.
3. Founders Day- Oral Report
Commissioner Watson thanked the members of the Founders Day Committee
for their help organizing various aspects of the event. Sharon Gottlieb, the
new owner of Coldstone Creamery offered to contribute a discount coupon to
those in attendance. Monetary donations were made to all bands
participating in the Founders Day Concert.
VII. COMMISSION CONCERNS
Commissioner Loopesko requested an update on installing the workout
stations.
VIII. STAFF CONCERNS
Tim Kelsey informed the commission that the Heather Park tennis courts are
getting resurfaced and new LED lights will be installed. Next calendar year,
Edison Community Gardens will be expanded and new rates will be applied.
Tim Kelsey is also working on creating a 20 year plan for parks and facilities.
IX. ADJOURNMENT
The meeting was adjourned at 7:20 p.m.
The next regular meeting is scheduled for Wednesday, October 24, 2012 at
the Council Chambers, 6:00 p.m.
