PARKS COMMISSION HELD NOVEMBER 28, 2012
I. CALL TO ORDER
A regular meeting of the Seal Beach Recreation & Parks Commission was called
to order at 6.00p.m. by Chair Sustarsic in the City Council Chambers, 211 8"
Street, Seal Beach.
II. ROLL CALL
Present: Commissioners Sustarsic, Loopesko, Sosenko, and
McAllister
Absent: Commissioner Watson
Also present: Sean Crumby, Assistant City Manager
Tim Kelsey, Community Services Manager
Dana Engstrom, Community Services Coordinator
Greg Hastings, Interim Community Development Director
III. APPROVAL OF AGENDA
The agenda was approved as submitted.
IV. ORAL COMMUNICATIONS
Joel Davidson, Seal Beach Resident, states that the proposed plan for the DWP
property could be a legacy for Seal Beach. He is happy with the plan and wants
to see something good come out of the land. A passive park with a few trees not
blocking the view is his preference. Mr. Davidson does not want to see restroom
facilities at the site. He would like the land to be useful but have minimal costs to
the City.
Mary Percel, Long Beach Audubon, commends the proposed plant pallets for the
DWP property. Her vision is a passive park with some type of vegetation for
nesting.
Libby Appelgate, Seal Beach Resident and Audubon member for 30 years, loves
the proposed plans for the DWP property and has been looking forward to this for
60 years.
Carl Redlin said the proposed plan for the DWP property looks good from what
he can see and believes the one third/ two third division came out like it should
have. He suggests that the proposed plan stick to the natural open habitat but

thinks there may be too many trees. Mr. Redlin believes there should be no up
lighting but low lighting for security purposes is ok. The City has his backing.
Rick Rouselle, Seal Beach Resident, believes there can be changes to the
proposed pond on the DWP property and is concerned changing the habitat
could attract too many birds. He also recommends getting more public input.
V. CONSENT CALENDAR
There were no items to be approved on the consent calendar.
VI. SCHEDULED MATTERS
2. Update on Department of Power and Water Open Space Plan
The concept plan for the DWP property was approved by City Council in July
and will be submitted to the Coastal Commission in three weeks. The plan
submitted reflects the modifications suggested by the Coastal Commission
including walking trails and plants adaptive to natural rainfall. Once submitted
to the Coastal Commission, the process could take between 6-8 months.
Commissioner Sustarsic was concerned about the maintenance required to
ensure the park looks good year around. She also liked the proposed natural
look with the plants around the edge of the pond.
Commissioner Loopesko inquired as to why decomposed granite and
pavement was proposed. He was also concerned with the standing water
due to the pond and attraction of mosquitos and since the pond would not be
connected to the San Gabriel River, would this be maintained by the City?
Sean Crumby explained that there is an outlet to the San Gabriel River for
overflow. The process of maintaining water in the pond will be worked
through in the detail of the design.
Minor adjustments can often be negotiated to avoid having to go back to
Coastal Commission. The City doesn't currently have funds budgeted for this
project however, City Staff is aggressively working to find grants to help fund
the plan for the open space. Commissioner Sosenko moved, Commissioner
Loopesko seconded, and the motion carried unanimously to receive and file
the DWP Specific Plan Open Space Master Plan.
3. Parks Master Plan Update
The Parks Master Plan will encompass a 10 year over view of the Seal Beach
Parks system. 20 firms submitted bids and Richard Fisher Associates was
awarded the contract. Three public meetings will be held to help collect data
on the needs of the community as a whole along with a telephone survey.
The Tennis Center, Beach, and McGaugh Pool will all be included in the

Master Plan. Non- residents who participate in Seal Beach parks and
facilities are welcome to participate in the public meetings as well.
VII. COMMISSION CONCERNS
Commissioner Loopesko requested an update on installing the workout
stations and if the money was still set aside for them. He also inquired about
when a management decision would be made for the Tennis Center. Tim
Kelsey informed him that Kevin McArdle's contract ends June 30, 2013 and
he would play an active role in hiring the next Manager.
VIII. STAFF CONCERNS
There were no staff concerns.
IX. ADJOURNMENT
The meeting was adjourned at 7:35 p.m.
The next regular meeting is scheduled for Wednesday, December 19, 2012 at
the Council Chambers, 6:00 p.m.
