M. and was called to order by Mayor Reed with salute to the Flag. ROLL OALL Pres,ent Councilmen Abssnt Mayor Reed Gauntner, Ashman Henkey, Postal voted The first order of business was the oounting of absentee at the special Municipal Election of May, 12, 1941.j.. Sealed envelopes containing absent voters ballots, nlne ln votes, number, were publicaly opened and ballots placed in the ballot box. The Council proceeded to count the absent voters ballots wlth results as follows. Shall Max Henkey be recalled from the office of member of the Clty Council, of the.Clty of Seal Beach Shall.F. W. City Attorney Dana Williams read Resolu~lon No. 516, ~~ results of Special Municipal Election held May, 12th. Moved by Ashman, seconded by Gauntner that Resolution 516 be adopted. AYES: NOES: ABSENT: Mayor Reed Councl1men Gauntner, Ashman None None Motion carried Mayor Reed recessed the Council for fifteen minutes. After the recess Mayor Reed reconveniend the Council, immedi- ately.' thereafter she stepped from the Mayor's platform declaring the May or ~office of Mayor now vacant. Ashman be nominated as Mayor, seconded by Ashman. Ans: PASS: NOES: ABSENT: Gauntner, Ashman Reed None None Motion carried 14' Councilman Gauntner made the motion that Chief of Police Glenn, Sargent Ca~ter, Offlcer Steadman, be dismissed effectively immediately from the Police Department, with full pay to May, 31st. That Officer Police Clements working part time, be notified that his services were no out longer required. That all Badges and personal property belonging to the City be surrendered immsdiately, seconded by Ashman. Atkinson Company, permission to construct a temporary spur track from the Pacific Electric Railway right of Way for Navy construction. City Attorney Dana Wl11iame read Resolution 518, a Resolution setting the date for a Special Municipal Election to be held on the Reao 27th day of June, 1944, for the purpose of Electing two (2) members 518 ' of the Oity Council for the Short Term of two (2) years. Moved by Reed-that Resolution 51g be adopted, seconded by Gauntner. A YES,: NOES: ABSENT: I Reed, Gauntner, Ashman None None Motion carried /4.7 COMMUNICATIONS: Board of Equallzatlon, notice of change of name from Otto Schmidt & Marie Gleason, On Sale Beer & Wine, to Marie Gleason & Minnie ~chmidt. Received and filed on Mayor's motion. Boy's Club Oarnival, letter of J. P. Butler, President stating that Martin United Show's Carnival be granted a License on the basis Carn'vl "" ' of ~15 gross receipts with $250.00 net guaranteed to the Boy's Club. 11- Butler further stated h~ and the Chief of Police would call personally on the Carnival's management and explain fully the City's regulations. Lic'ns Gauntner motioned that Carnival be granted said license provided that they comply fully with City regulatione, seconded by Ashman. Robinson, Pomona wrote asking permission for i9 Troupe Old Baldy Council Boy Scouts to sleep on the Beach overnight and use 'cooking facilities provlded there, Moved by Gauntner to gBant the request" seconded by Reed. Motion carried I Letter and petltion presented by Mrs. H. F. Brown regarding the re-routlng of Lang Buses. Councilwoman Reed motioned that the letter and petition be received and filed and that the City Council go on record as fa#oring the change and to direct City Attorney Williams Lang to check on same and report on next meeting, seconded by Gauntner. Bus Motion carried Associated Chamber of Commerce calling attention to their next meeting. Recelved and filed on Mayor's motion , Philip Norton Inc., letter to Mayor and City Council call1ng attention to ~he discrimination in valuatlon between two seperate plots of land on West Central Avenue. Recelved and filed on Mayor's motion. Gauntner moved that Council go on record as ~ecoginizlng the Norto~bllgation and that Clty Attorney communicate with Mr. Norton, seconded Val'.n I Dy aeed. Motion carried Philip Norton inc., letter calling attention to the dangers of Valentine Script filings. Motion by Geuntner to receive and ,file, seconded by Reed. Motion 'carried Doty Chevrolet 00., quotation on G. M. C. truck, Gauntner motioned that this matter be referred to the street committee, and Clty Clerk be instructed to advertise for bids for a new truck, seconded by Reed. Motion carried I+~ Ord 287 New Motor City Attorney Williams read Ordinance 287, an ordinance of the Union Oil Co.. repealing Ordinance 73. Reed moved that Ordinance 287, now has AYES: NOES: ABSENT: had its second reading. and be adopted, seconded by Gauntner Reed. Gauntner, Ashman None None Motion carried . . Gauntner motloned that Ordinance 287, has had lts third reading by Title and do now pass, Seconded by Reed. Motion carried I CITY OFFICERS REPORTS: The Clty Treasurer's and City Clerk's report for the month of Aprl1 were read. Moved by Gauntner. seconded by Reed. that the 'reports be received and ordered filed. Motion carried UNFINISHED BUSINESS: H. D. Beaumont was present and discussed briefly his proposal to lease the Pier, after a short discussion and opinion from the audiance the matter was held over until next meeting. Roy N. Thomas, request for purchase of new motor for City truck. Motion by Gaun~ner that the motor be purchased and City Clerk . . .' to write letter to War Production Board, seconded by Reed. None None Gauntner, Ashman Motion carried ACCOUNTS AND BILLS: Demands numbering from 1068 to 1101 inclusive were read, Moved by Gauntner, seconded by Reed, that demands as read be allowed and warrants be drawn on the Treasury for same.
