M. and was called to order by Mayor Gauntner wi th salute to the Fla.g. Memorials was Lette~ dated January 2, 1945, from Federal Security Agency, on the proposed Veterans Memorial was read. Received and filed on Mayors motion. Letter of Ruth J. and Fred J. Meisen asking the Council to release Housing Re-Location bond on their property located at 1200 Oqean Avenue. Notation by the building inspector that terms of application had not been complied with. Motion carried Letter from the State War Coun~il' was read and then referred to the City -attorney for attention. Letter from the State Department of Finance, dated Dec. 20, Dept of I Finance and enclosing check for 184.12 waB read, received and filed 8184.12 on Mayors motion. CITY OFFICERS REPORTS: Report for month of December, of Chief of Police, City Judge and building, water and tax departments, togather with C. A. Miller's cbmbined report of the departments under his supervision for the calander year 1944, and City Engineers list of planned improvements were read. City Attorney Williams reported on Navy's proposed payment, that work had been started to rebuild Bay Boulevard culvert, on Bay Blvd Culvert tree planting, Lang Bus Company, City owned bus service, legal Williams on opinion on City'S authority to repair, construct and build side- Bue Side- walks, on spec'ial funds for capital outlays and writ'ten opinion walke on Vivian Laird's request for license refund. It was moved by I Councilman Shouler, seconded by Butler that request be denied. It was moved by Councilman Reed, seconded by Jaeckel that Ordinance No. 306 be deemed as having had its first reading. New The Street Superintendent and City Engineer reported a list of lights selected locations i~ lightening was installed would provide much needed street light. Civil The matter of Civil Service for City employees was introduced Service by Oouncilman Butlex who expressed himself ve~much in favor of it because as it was planned no addition burden was being imposed upon taxpayers. Councilwoman Reed objected to immediate action stating that same should be held in abeyance until after the war, further objecting for the reason you could not fire a man without a trial. Butler stated that is just why I'm for it; Other members of the Council were highly favorable to its enactment. Attorney Williams was directed to gather Civil Service set ups from other cities for study and guidance. James O. Warner Attorney, representing the owner of the build- I Storageing at 206, Main St~eet, occupied by the Belmont Van and Storage 00., spoke to the Council ceIling attention to the violation of Ordinance Blgd. Lease ~o. 199, by the maintaining of this properjy for ,storage purposes. It was moved by Councilman Butler, seconded by Jaeckel that the City Attorney be directed to write Mrs. M. M. Burne, representative of the Storage Company ,i~terests calling attention to the Ordinance viol- ation, asking that within five days. the Company give notice of intention to vaceate et&te~ Councilwoman Reed wliile she was very much in favor of a motion picture theater for Seal Beach, would decline to vote fo~mer when the roll was called because of business transactions with one of the principals. Auditor HerallFrank presented in part a pre~iminary report for the second quarter of 1944 - 45. Upon the suggestion of Mr. ' Aud.lt1r Frank it was moved by Butler, seconded by Shouler that $6,000. be Report transferred from the 1944 - 45 unaportioned salaries and wages budget account to the following budget accounts. Street $2,000. Shop $100. Beach $600. Sewer $300. Fire $400. Police $600. Life Guard 0400. Civilian Defense $500. Water $1,100. Attorney orage Bldg , Warner and M~. Johnson owner of the property located at 20$ Main Lease Street, Seal Beach, togather with Mr. McLaughlin and Mr. Sargent of the storage company ~ere present. A great deal of pro and con discussion took place. Councilman Butler exercise~a great deal of sincere effort in an endevor to get both parties concerned to arrange an equitable setlement for the lease termination. No result. .
