The site is non-conforming due to inadequate side and rear setbacks as well as inadequate on-site covered parking and a curb cut. The subject property has two (2) dwelling units and provides four (4) covered parking spaces (one of which is a tandem parking space within a carport). Recommendation: Pleasure of the Planning Commission. 6. Zoning Text Amendment 96-1 Applicant: City of Seal Beach Request: To consider an amendment to the rear yard setback requirements of the Residential Low Density zone, District V, to permit wooden decks to be constructed within the rear yard setback. If approved, the proposed amendment would allow wooden decks up to 10 feet in overall height to be built to the rear property line, subject to the issuance of a Conditional Use Permit. The proposed amendment is intended to address rear yard slope along the rear yards of Crestview Avenue, Catalina Avenue and Surf Place.
