The City of Seal Beach is recommending
revisions to the existing Main Street Specific Plan,
and confonning revisions to the General Plan's
Land Use and Housing Elements, a Zone Text
Amendment, and a Zone Change to designate
those areas of the City to be designated Main
Street Specific Plan Zone.
Recommendation: That the Planning Commission recommend the
City Council adopt negative Declaration 96-1,
and approve any amendments to the General
Plan, Main Street Specific Plan, zoning
Ordinance and Zoning Map detennined
appropriate, through the adoption of:
a. Resolution No. 96- , A Resolution of the Planning
Commission of the City of Seal Beach Recommending Adoption
of Negative Declaration 96-1, Relating to Revision 96-1 of the

Element to Maintain consistency Between the Land Use
Element and the Main Street Specific Plan Revision 96-1 and
to Revise the "Summary Table of Existing and Proposed Land
Uses in Acres" of the Land Use Element to Depict the Increase
of Approximately 14.8 Acres of "Main street Specific Plan
Zone" land and Appropriate Decreases of Other Land Use
Categories Within the City.

Applicant: City of Seal Beach
Request: To establish City-wide standards for the
temporary display of advertising banners in
commerciaU industrial zones. The proposed
regulations would establish a permitting process
and set maximum time and size limits for the
display of temporary banners.
Recommendation: Recommend to City Council approval of Zoning
Text Amendment 95-1, Subject to Additional
provisions as determined appropriate, and Adopt
Resolution No. 96- .
