June 20, 1946.
The City Council of the City of Seal Beach met in regular eession
at S:OO P. M. and was called to order by Mayor Jaedkel with salute
to the Flag.

Where so much ~oney ie involved it is proper that the decision
be made in only one manner -- by a vote of the people. The city
Council, a mere five people, has no right to give away that which
rightfully belongs to the taxpayers, without their~~pproval. In
our opinion the people are not willing to entrust such a responsi-

We have obtained the best report possiblerto guide not only our-"
selves, but everyone in voting upon this very grave and great issue.
It is a fine report, prepared and supplied by unbiased experts, whose
ability and intergrity cannot be questioned. It is definately the
only unprejudiced report that we have or will have, and the only repor"
backed by actual facts, completely free from suppositions, dramatics
and selfishness. We hope that every person in Seal Beach studies it
carefully - but most of all we hope that every registered voter will
go to the polls and vote one way or the other.

be incorporated in the ordinance to be prepared by the City Attorney
as an amendment to Ordinance No. 230,
