HomeMy WebLinkAboutCC Res 6353 2013-02-11 RESOLUTION NUMBER 6353 A RESOLUTION OF THE SEAL BEACH CITY COUNCIL AUTHORIZING THE EXPENDITURE OF FUNDS TO RETAIN PROFESSIONAL SERVICES FOR ADVOCACY EFFORTS AND ENVIRONMENTAL SUPPORT TO OPPOSE THE 1-405 TOLL LANES RECITALS , A. The cities of Los Alamitos, Westminster, Huntington Beach, Fountain Valley, Costa Mesa and Seal Beach (collectively the "Corridor Cities Coalition") are coordinating their efforts to oppose the inclusion of toll lanes in the 1-405 freeway widening toll lane project. B. The City of Seal Beach has previously contributed $5,000 to the City of Costa Mesa for the purpose of retaining the services of Townsend Public Affairs to advocate on the behalf of the Corridor Cities Coalition concerning the 1- 405 freeway widening toll lane project. The Corridor Cities have agreed that the City of Westminster will lead the second phase of advocacy effort and asked the City of Seal Beach will contribute an additional $5,000 to the City of Westminster for the purpose of retaining the services of Townsend Public Affairs, and may request more in the future. C. Caltrans has announced to re-release the 1-405 Widening Environmental Impact Report (EIR). Staff would like to retain the professional services of the previous consultants, W.G. Zimmerman and Environmental Impact Science use from the first EIR release. Both consultants provide written comments on behalf of the City. NOW THEREFORE, THE SEAL BEACH CITY• COUNCIL DOES HEREBY RESOLVE: Section 1. Seal Beach will contribute. up to. $20,000 for the purpose of retaining the services of Townsend' Public Affairs to advocate on the behalf of the Corridor' Cities:_Coalition concerning the 1-405 freeway widening toll lane project. Section 2. The City Manager is hereby authorized to pay the City of Westminster up to $20,000 to retain Townsend Public Affairs for such services. Section 3. The City Manager is hereby authorized to pay an additional $20,000 to W.G. Zimmerman, Inc. and an additional $20,000 to Environmental Impact Sciences and execute the attached contract amendments. Section 4. The Council hereby approves Budget Modification No. 13-08-01 and directs the Director of Finance to modify the Fiscal Year 2012/2013 budget.
