of the Seal Beach Redevelopment Agency Consenting to a Change of Property
Management Firms for the Seal Beach Trailer Park. The adopted resolution also directed
the Chairman of the Redevelopment Agency to execute as "Authorized Signatory" on
your letter request, dated March 30, 2005.

BEACH TRAILER PARK
The Redevelopment Agency of the City of Seal Beach hereby resolves as follows:
SECTION 1. The Redevelopment Agency hereby approves the requested change
in property management firms to pacific West Management in accordance with the
provisions of Article 5, Section 5.1 of the "Regulatory Agreement (Seal Beach
Mobilehome Park)", between the Agency and LINO Community Development
Corporation, recorded on December 20, 2000.
SECTION 2. The Agency hereby directs the Chairman of the Redevelopment
Agency to execute as "Authorized Signatory" on the letter request from Linc Housing,
Dated march 30, 2005.
SECTION 3. The City Clerk shall certify to the passage and adoption of this
resolution.

Pacific West Management was organized as a management company by individuals with extensive

Pacific West Management manages real estate with an estimated value in excess of$1,000,000,000

communities normally range in size from 80 to 900 units and are typically one to three story
"garden" style properties. We currently manage or have managed 75-year-old complexes, high
rises, garden style apartments, and have extensive experience in the lease up of new properties.
Our management portfolio includes senior communities, tax credit projects, HUD and Section 8

AL FENSTERMACHER
BACKGROUND INFORMATION
Al Fenstermacher, Chief Executive Officer of Pacific West Management, has been active in the
California business community specializing in real estate for over 20 years. His apartment
experience extends back over 30 years when Al was a maintenance man, working his way through
college.
Prior to joining Pacific West Management in March of 1992, Al was the President of Monarch
Properties, Inc. for ten years. Monarch was a regional property management company with a
large portfolio of residential units throughout the Western United States. In March of 1990,
Monarch joined forces with U.S. Shelter Corp., and subsequently became Insignia Financial
Group headquartered in Greenville, South Carolina. Al was responsible for the Western Region of
Insignia until his departure in March of 1992.
Mr. Fenstermacher started his business career specializing in real estate with an international
accounting firm. After four years as a CPA, Al joined Fleetwood Enterprises, Inc., a Riverside
housing manufacturer, as Divisional Controller.
Al's unique combination of on-site management, supervisory, financial and overall real estate
experiences helps keep Pacific West Management focused on the basics of sound property
management, "find the best staff you can, train them thoroughly, set goals through an aggressive
budget, and continue to strive for the best performance". It sounds simple and elementary, but we
have found there are no short cuts to being successful.
Al is a California State Real Estate Broker and a Certified Public Accountant. Born in
Philadelphia, Pennsylvania, he now resides in Corona Del Mar, California. He enjoys all sports
and spending time with his family.

BEVERLY FERGUSON
BACKGROUND INFORMATION
Bev Ferguson, President of Pacific West Management, has been actively involved in multifamily
leasing and management since 1983. She first became involved in apartment management while
attending Sacramento State University, where she obtained her BS Degree in Business
Management. While in Sacramento, Bev held various positions with The Huntington Group,
where she was responsible for a portfolio of properties throughout Northern California.
Prior to opening Pacific West Management's Arizona Regional Office in 1993, Bev was a District
Supervisor for Crown West Corporation in Phoenix, Arizona. In addition to supervising her
portfolio of properties, she was also responsible for trouble shooting at the difficult properties in
the Crown West portfolio. She prepared marketing plans and demographic studies, analyzed staffs
and budgets and made recommendations to owners regarding rent schedules and renovation plans.
Since joining Pacific West Management, Ms. Ferguson has been involved in the management of
portfolios in Colorado, Texas, Arizona, and a vast array of California properties. During her
tenure with us, she has been involved in the preparation of Pacific West's policy and Procedure
Manual and is responsible for on-site employee training, computer support and vest-pocket audits.
Currently, Ms. Ferguson holds the position of President of Pacific West. Ms. Ferguson offers
support to the Pacific West District Managers by orchestrating rehabs and capital improvement
projects, consulting on distressed buildings and acting as a liaison with individual property
owners, lenders and asset managers. Ms. Ferguson is also responsible for initial property take-
overs where she interprets owners' objectives, analyzes property operations, evaluates the
market, makes recommendations to maximize cash flow, prepares the initial operating budget and
hires, trains, and motivates the staff.
Bev resides in Carrollton, Texas. On the weekends, Bev enjoys gardening and spending time with
her family.

PATRICK SULLIVAN
BACKGROUND INFORMATION
Pat Sullivan, Chief Financial Officer for Pacific West Management for the past five years, has
been actively involved in real estate finance and accounting for over 20 years. Pat is a 1977
graduate of California State University, Fullerton with a BA in Business Administration(emphasis
in Finance). As Pacific West's accounting and finance expert, Pat is responsible for the state-of-
the-art accounting and reporting system that is an integral component of our property management
process. With Pacific West, you will be assured that your financial reports are both timely and
accurate, and you will come to rely on them to assist you in your decision-making process.
Pat brings an extensive and diverse background in financial management to Pacific West
Management. During 1998, Pat was a consultant for a unique start-up company, providing
extensive financial analysis and modeling to develop a comprehensive financial model to measure
the potential for deregulated utilities in new residential and commercial developments.
Prior to 1998, Pat spent 18 years with the Mission Viejo Company, a major planned community
developer in Southern California and Colorado. At the time of the company's sale in late 1997,
Pat was Vice President, Financial Planning and Corporate Accounting. Pat was responsible for
corporate reporting, treasury, audit, income taxes and payroll, short and long-term financial
projections and financial analysis. Pat started with the Mission Viejo Company as a financial
analyst and consistently assumed new responsibilities as he progressed through the finance and
accounting department.
Pat is a resident of Oceanside, California. He enjoys participating in sports and spending time
with his family.

EDWARD QUIGLEY
BACKGROUND INFORMATION
Ed Quigley, Regional Manager of the Western Region of Pacific West Management. Has been
active in various positions involving real estate development and management since 1982. Prior to
joining Pacific West Management, Ed spent eight years in the Coachella Valley. Originally
moving to the area to work for the Western Corporation, a developer specializing in multifamily
projects, Ed worked in their property management division with responsibility for developing the
marketing plans, policies and staffing for their desert projects.
In 1990, Ed accepted a position with Insignia Residential Group and was involved in the
management of properties in both Riverside and Imperial Counties. During his tenure with
Insignia, Ed was instrumental in the development of the district's Accident and Loss Prevention
Program and ongoing safety training. Ed has built on this valuable experience and currently
oversees the entire Loss Prevention and Safety Program for Pacific West Management,
Ed started with Pacific West in the Los Angeles office as a district manager in 1994. In 1996, Ed
relocated to the Denver area and had overall responsibility for the Rocky Mountain States. While
in the Denver region, Ed was able to utilize his hands-on management style to successfully
complete several major rehabs and fill-ups. His ability to "pay attention to the details" while
keeping the overall business objectives in mind have allowed him to bring these rehabs in within
budget, while filling up the buildings and maximizing the cash flow, and significantly increasing
the value of the portfolio.
In 1999 Ed was promoted to regional manager and returned to Southern California with overall
responsibility for the Western United States. Ed has a great deal of management experience,
having worked in the Riverside, Imperial, San Bernardino, Los Angeles and Kern County areas, as
well as Northern California, Colorado and Arizona. His extensive experience includes new
construction, lease ups, major rehabs, distressed property turnarounds, as well as H.U.D, tax
credit and other subsidized properties.
Currently a member of IREM, Ed prides himself on being an active member and supporter of the
local apartment associations. He is married with 3 children and spends his free time with family
enjoying the great outdoors of California.

JENNIFER HECOX
BACKGROUND INFORMATION
Jennifer Hecox joined Pacific West Management in 2000 as District Manager in our California Region
specializing in affordable housing communities.
Jennifer has been involved in the California affordable housing industry for over twelve years. Her
experience ranges from Section 8 and Section 236 to LIHTC and Bond-financed properties. Prior to
joining Pacific West Jennifer worked with the County of Los Angeles and Insignia Residential Group
managing single and multi-site locations throughout California. Jennifer was also on Insignia' s audit
compliance team that performed regular audits and inspections on their various affordable properties
to ensure compliance and minimize findings resulting from periodic governmental and regulatory
agency audits and inspections.
Jennifer's "hands on" management style and compliance audit background have helped her to
develop a keen understanding of the role a strong in-house audit program and proper personnel
selection play in maintaining regulatory compliance and meeting the Owner's goals and objectives.
Jennifer has fit well into Pacific West's overall philosophy of enhancing property values by utilizing
sound management procedures and a team approach to accomplishing goals and objectives.
Jennifer currently holds the following designations:
• Certified Public Housing Manager through (NAHRO), The National Association of
Housing and Redevelopment Officials
• Certified Occupancy Specialist through (AHMA), Affordable Housing Management
Association.
Jennifer is currently working toward her California Real Estates License and her (NCP) National
Compliance Professional designation.

GERI KIHLBERG
BACKGROUND INFORMATION
Geri Kihlberg joined Pacific West Management in 2001 as Corporate Compliance Director for our
LIHTC/Bond properties.
With more than 12 years of experience in the multi-family industry, Geri has held several
positions, beginning as a leasing consultant with Lincoln Property Company. While with Lincoln
she advanced to assistant manager. In 1995 she joined M. Myers Development where she began
her experience with Low-Income Housing Tax Credit apartments. Geri went from assistant
manager to general manager of two senior properties. She has overseen properties that were
100% tax credit, to mixed properties of 50%-60% and market rate apartments. These were all
new construction, and the properties were leased up in record time despite the various restrictions
of age and income requirements. Geri was then promoted to compliance director overseeing the
compliance of six properties, two in Ohio, one in New Mexico and three in Dallas, Texas.
Many of the properties that Geri oversaw as compliance director were audited by their respective
state auditors, all who had high praise for the manner in which the required paperwork was
prepared, organized and completed in a timely manner:
Shortly after Geri joined Pacific West she conducted an audit on four of the tax-exempt bond
properties in Dallas, which Pacific West had just assumed management. The timing worked out
perfect for those properties, which underwent a state audit in the fall. The state issued no findings
on the compliance since the problems had been corrected during our initial audit in July.
Geri has attended many LIHTC/Bond seminars presented by A.J. Johnson, Michael Kotin, Amy
Soelzer and state sponsored seminars. She received her Low-Income Housing Tax Credit Property
Manager Certification in December 2002.
Geri (a native Texan) has two sons, one living in Dallas and the other married and living in San
Francisco. She comes from a large family and enjoys spending time with all of them (especially
nieces Kaylee, (3) and Sarah, (18 months), as well as traveling.
