SUBJECT: ORANGE COUNTY TRANSPORTATION AUTHORITY
(OCTA) - MEASURE M2 AMENDED SEVEN-YEAR
CAPITAL IMPROVEMENT PROGRAM
SUMMARY OF REQUEST:
It is requested that the City Council adopt Resolution No. 6364:
• Amending the seven-year Capital Improvement Program (CIP) required by
the Orange County Transportation Authority (OCTA) to add the
Environmental Cleanup Program; and
• Approving Budget Modification No. 13-09-04 for $10,671.20 additional
funds for the Environmental Cleanup Program Project to account number
080-363-44000 and accept grant revenue in the amount of $10,671.20 to
account number 080-363-30975.
BACKGROUND AND ANALYSIS:
In 2007 the voters of Orange County renewed the Measure M program that
provides dedicated funding for transportation. The cities in Orange County all
benefit from Measure M as the funding improves freeways and local roads. As a
condition of being eligible to receive funding, each year OCTA requires local
agencies to submit documentation (eligibility package) that dictates how the
funds will be spent. As part of this process, all cities must annually adopt a
seven-year CIP program for projects containing Measure M2 and related funding.
This CIP is separate from the CIP that is done annually with the City's budget.
This eligibility package was most recently adopted by the Seal Beach City
Council on June 11, 2012.
The most recent package was submitted to OCTA and approved in June of 2012.
Every project that received Measure M funding needs to be listed in this CIP.
Since adoption of the CIP the City of Seal Beach has secured funding and
delivered a new grant funded project. The new project was the City's
Environmental Clean-Up Program Project and was approved by OCTA in
Agenda Item Q
September of 2012. This project replaced catch basin inserts at storm drains
throughout the City and was accepted as complete by the City Council on
February 11, 2013.
Attached is the amended seven-year CIP program that is being submitted to
OCTA. This program is consistent with the City's 5-year Capital Improvement
Program. It also contains additional potential projects, which the City may apply
for in the future through OCTA competitive programs.
ENVIRONMENTAL IMPACT:
This amendment to the 7-year CIP Program is not a project under the California
Environmental Quality Act (CEQA).
LEGAL ANALYSIS:
The City Attorney has been reviewed and approved as to form.
FINANCIAL IMPACT:
The City delivered a project in the amount of $14,228.26 that replaced filters that
clean stormwater as it enters the City's drainage system. Budget modification 13-
09-04 in the amount of $10,671.20 is recommended to recognize the grant
funded revenue that will be reimbursed to the City.
The request for reimbursement of these funds will not be processed until the CIP
within the OCTA eligibility package for FY 2012-13 is amended to include the
project.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution No. 6364:
• Amending the seven-year Capital Improvement Program (CIP) required by
the Orange County Transportation Authority (OCTA) to remain eligible for
funding under the Measure M2 program; and
• Approving Budget Modification No. 13-09-04 for $10,671.20 additional
funds for the Environmental Cleanup Program Project to account number
080-363-44000 and accept grant revenue in the amount of $10,671.20 to
account number 080-363-30975.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
ADOPTING THE SEVEN-YEAR CAPITAL IMPROVEMENT
PROGRAM
WHEREAS, Orange County Transportation Authority requires local agencies to
submit documentation yearly to continue to be eligible for the Measure M2
funding; and
WHEREAS, The City of Seal Beach submitted a seven-year capital improvement
program In June of 2012.
WHEREAS, A recent Measure M2 audit determined that the City of Seal Beach
needs to submit an amended seven-year capital improvement program.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. Adopt the Amended Seven-Year Capital Improvement Program.
Section 2. The Council hereby approves Budget Modification No. 13-09-04 in
the amount of$10,671.20 for environmental cleanup program project to account
080-363-44000, accept grant revenue funds in the amount of $10,671.20 to
account 080-363-30975, and directs the Director of Finance to modify the Fiscal
Year 201212013 budget.
