CALL TO ORDER A regular meeting of the Seal Beach Recreation & Parks Commission was called to order at 6.00p.m. by Chair Sustarsic in the City Council Chambers, 211 8" Street, Seal Beach. II. ROLL CALL Present: Commissioners Sustarsic, Bennett, Sosenko, and McAllister Absent: Commissioner Watson Also present: Sean Crumby, Assistant City Manager Dana Engstrom, Community Services Coordinator III. APPROVAL OF AGENDA The agenda was approved as submitted. IV. ORAL COMMUNICATIONS There were no comments from the public. V. CONSENT CALENDAR Commissioner McAllister moved, Commissioner Bennett seconded, and the motion carried unanimously, that the Commission approve the Consent Calendar. 1 . Maintenance Update- Oral Report Sean Crumby informed the Commission that the City has hired Luis Estevez as the new Deputy Director of Public Works. The resurfacing of the tennis courts at Heather Park has been completed and new energy efficient lights have been installed. New benches, purchased with Run Seal Beach grant money, will be installed in the near future. The Tennis Center Club House has been repainted and staff is getting quotes for new carpeting. The front gate to the Tennis Center has been replaced to make the entrance more inviting. The Mary Wilson Library roof truss maintenance will take place April 8-12, 2013. The Senior Center will remain open during construction. Sean Crumby informed the Commission that he is aware of the gopher situation at Arbor Park and is working on a solution. 4. Spring Program Update- Oral Report Dana Engstrom informed the Commission that spring registration began on February 19, 2013. New recreation classes include; Readwrite Educational classes (SAT Prep, Reading/ Math Development), Beginning American Sign Language, Blogging for Fun, Mastering iPhone/iPad Apps, Zumba Fitness, and a free Pilates Workshop for beginners. The spring issue of Shoreline also has a summer camp preview section and is currently available for registration providing residents with an opportunity to plan for summer early. A Summer Camp Expo will be held on March 9, 2013 at the Seal Beach Senior Center. Online registration is also coming soon and a demo will be shown at the March meeting. 5. Joint Use Agreements With LAUSD Update- Oral Report Sean Crumby reported to the Commission that City Council approved the Joint Use Agreement with the Los Alamitos Unified School District which encompasses the Seal Beach Tennis Center, McGaugh Pool, McGaugh Gym, and the McGaugh Tennis Courts. The Joint Use Agreement includes the time of usage and who is responsible for the maintenance and repairs of those facilities. The term of the agreement is 3-5 years. 6. Parks Master Plan Update- Oral Report Sean Crumby reported to the Commission that the first phase of collecting data is near completion. However, input from residents is still being received and anyone who is interested in submitting recommendations regarding the Master Plan can email Recreation Manager Tim Kelsey. Three public meetings were held; one at the Tennis Center followed by a meeting at the Senior Center and a final meeting at Fire Station #48 Community Room. A phone survey collecting 300 responses at random was completed as well. The City of Seal Beach complies with Americans With Disabilities Act of 1990. Phase two will determine which direction the City will go long term in City parks. Irrigation throughout the City will also be addressed within the document. The City anticipates completion of the 10 year Parks Master Plan Program in spring 2013. 7. Election of Chair and Vice Chair Commissioner Bennett moved, Commissioner Sosenko seconded, and motion carried unanimously to re-elect Schelly Sustarsic as the Recreation & Parks Commission Chair. Commissioner McAllister moved, Commissioner Sosenko seconded, and motion carried unanimously to elect Carla Watson as Vice Chair of the Recreation & Parks Commission. VII. COMMISSION CONCERNS There were no Commission concerns. VIII. STAFF CONCERNS There were no staff concerns. IX. ADJOURNMENT The meeting was adjourned at 6:30 p.m. The next regular meeting is scheduled for Wednesday, March 27, 2013 at the Council Chambers, 6:00 p.m. The City of Seal Beach complies with Americans With Disabilities Act of 1990.
