CALL TO ORDER
The meeting was called to order at 3:00 p.m.
PLEDGE OF ALLEGIANCE
Ernest Area, Maintenance Services Supervisor, led the board and other meeting
attendees in the Pledge of Allegiance.
ROLL CALL
City Tree Advisory Board (CTAB) members Jim Caviola, Jan Stillwell, and Mario Voce
were present at the meeting. Paul Christianson was absent from the meeting.
The meeting was chaired by Ernest Area, Maintenance Services Supervisor. Also in
attendance were Sean Crumby, Director of Public Works/Assistant City Manager, and
Luis Estevez, Deputy Director of Public Works. Heather Gibbs, Executive Assistant, was
present to take the meeting minutes.
APPROVAL OF AGENDA
Jim Caviola moved to approve the agenda; Mario Voce seconded the motion. The
motion passed unanimously.
PUBLIC COMMENTS
There were no public comments.
SCHEDULED MATTERS
A. Approval of Minutes: February 6, 2012
Jim Caviola moved to approve the minutes of the November CTAB meeting;
Mario Voce seconded the motion. Motion passed unanimously.
STAFF CONCERNS
1 . Expand the Forest Program — Luis Estevez
Luis Estevez, Deputy Director of Public Works, gave an oral report of the Expand
the Forest Program. The program will expand on an existing program and
replace the existing bench dedication program. Trees can be purchased and
planted at designated sites around the City. Ernest is to set locations at each
green space area and trees will be planted in agreement with the Tree Master
Plan. Purchasers will have an option to also purchase a plaque. Jim Caviloa is
against people being able to purchase plaques. Mario Voce thinks people should
be given something.
2. Tree Planting Schedule Update. Planting approximately 80 each, 24' box trees
Hazelnut and Ironwood have been identified to have 113 possible planting
locations. These areas will be solicited to see who would be interested in having
trees planted. Jim Caviola thinks that the trees on 12th and Central Ave are not in
need of being removed. He does not think that all the trees need to be replaced.
Ernest Area supports not removing healthy trees and offered to review the trees
in questions with Jim Caviola. Jim Caviola also said that trees are very important
to College Park East.
BOARD MEMBER CONCERNS
A. Pending Action Items
1 . Lampson Ave- New Zealand Christmas Trees, Being Topped?
There are 5 trees across from the joint forces base and 1 by the golf course that
have been topped by residents. Ernest Area will be sending out letters to the
residents informing them of that there is a code that prohibits them from trimming
City trees.
2. Lampson Ave. Median — Lampson Ave New Tree Planting
Sean Crumby informed the board that a contract has been awarded and
construction will start April 15, 2013; it is a 4 week project. Sean provided a
PowerPoint presentation on the areas that will be covered in the project; it will
include tract entrances and medians along Lampson Ave.
3. Lampson Ave. Median — Condition of Existing Eucalyptus Trees
Sean Crumby informed the board that an arborist was hired to assess the
Eucalyptus Trees, they were all found to have the same disease. Staff is working
on a plan to manage the issue of the dying trees.

4. Grants/Grant Writer
Grants are still actively being looked for by staff.
5. Tree Trimming Budget
Sean Crumby spoke about the trimming budget of $100,000.00 annual not being
enough. The contract for trimming services was put out to bid and the lowest bid
was the current contractor, which came in at $138,000.00 annually. The new
budget amount of $138,000 is going to be brought to City Council for approval,
and, if approved, will be put into the upcoming budget for 2013-2014 fiscal year.
6. Sean Crumby brought up the topic of gophers in College Park East; they are the
cause of many trees dying in there current locations. Solutions are being actively
researched by staff to address the issue.
