This project consists of applying a slurry seal to selected streets throughout the City as identified in the 2012 Pavement Management Program Report. Slurry seal is typically applied every 5 -7 years and extends the effective life of asphalt concrete pavements by placing a protective seal over existing pavement surfaces that are just beginning to show signs of wear. The project plans are available in the City Engineer's office. The streets to be sealed are as follows: • Aster Street from Birchwood Street to Almond Avenue • Clover Circle from Almond Avenue to the end of the cul -de -sac. • Fir Circle from Fir Avenue to the end of the cul -de -sac. • Heather Street from Hazelnut Avenue to Elder Avenue • Pansy Street from Guava Avenue to Fir Avenue • Rose Street from Larnpson Avenue to Fir Avenue Additionally, Elder Avenue from Heather Avenue to Meander Street, and Guava Avenue from Heather Street to Pansy Street, were added to the project. These Agenda Item E two streets were added because of the close proximity of the original scope of work and because the streets were scheduled to be sealed in FY 13114. On April 9, 2013, the City Clerk's office received five bids with the following results: Rank Contractor Total Bid I Doug Martin Contracting Co. Inc. $ 86,735.00 2 All American Asphalt $ 89,505.00 3 Roy Allan Slurry Seal Inc. $ 92,336.80 4 Pavement Coatings Co. $ 103,835.50 5 Mission Paving & Sealing, Inc. $ 112,400.00 Based upon the references, qualifications, work experience, bid responsiveness, and cost, staff recommends selecting Doug Martin Contracting Company, Inc. as the lowest responsible bidder at $86,735. The project is categorically exempt from the California Environmental Quality Act (CEQA) because it qualifies for a Class 1 exemption pursuant to Section 15301(c) of the State CEQA Guidelines, which includes the repair and maintenance of existing streets. LEGAL ANALYSIS: The City Attorney has reviewed the proposed contract and draft resolution and approved both as to form. This project is budgeted in the approved FY 2012/13 Budget for $100,000.00.
