Crumby, Assistant City Manager/Public Works SUBJECT: STUDEBAKER AND COLLEGE PARK DRIVE INTERSECTION COMPONENT TO THE DRAFT SUPPLEMENTAL TRAFFIC STUDY REPORT FOR THE SAN DIEGO FREEWAY (1-405) IMPROVEMENT PROJECT SR-73 TO 1-605 SUMMARY OF REQUEST: That the City Council authorize the Mayor to sign the attached letter regarding the Studebaker Road and College Park Drive Intersection component to the Draft Supplemental Traffic Study Report for the San Diego Freeway (1-405) Improvement Project SR-73 to 1-605 dated Decerriber 2012. ff-TTM� T-11 The Orange County Transportation Authority (OCTA) is planning to widen the I- 405 Freeway between SR73 and the 1-605 Freeway. This project is in the planning stages and is scheduled to begin construction following completion of the West County Connectors project that is currently in construction. In May 2012, OCTA released the Environmental Impact Report (EIR) for the project. In December 2012, OCTA shared a draft version of a Supplement Traffic Study that will be added to the EIR before it can be certified. The Draft Traffic Supplement to the EIR document is anticipated to be released to the public for review by July 2013. The Supplemental Traffic Study analyzed traffic impacts to numerous intersections and areas predominantly north of the Orange County line. One of those intersections includes the intersection of College Park Drive with the Studebaker Road off-ramp for the SR22 freeway. Construction of improvements to College Park Drive and the Studebaker Road off-ramp to the SR22 were completed in 2012. The City of Seal Beach has had inefficient and unsafe access to this intersection for College Park West residents for over 20 years. This project was successfully completed through coordination Agenda Item F with Caltrans (Districts 7 and 12), OCTA, and the City of Long Beach. The Supplemental Traffic study recommends a traffic signal be added to the intersection. Based on the draft EIR a traffic signal will improve access to the intersection. The letter is being sent to formally notify OCTA that the City of Seal Beach desires to keep the integrity of the completed project intact and ultimately provide reliable access to the intersection. There is no Environmental Impact related to this item. The City Attorney approved the report as to form. WEINN��� There is no financial impact related to this item. In 2012, the City of Seal Beach in conjunction with Caltrans, OCTA, and the City of Long Beach, completed a construction project valued at over $600,000 to improve this access point and provide safe travel for Seal Beach residents. The City of Seal Beach views this project as a tremendous success between all of the agencies involved. The City has reviewed the DRAFT SUPPLEMENTAL TRAFFIC STUDY REPORT SAN DIEGO FREEWAY (1-405) IMPROVEMENT PROJECT SR-73 TO 1-605 DATED DECEMBER 2012. This letter serves to formalize the City's position that the integrity of the improvements within the Studebaker Ramp - College Park Drive Intersection Improvement Project needs to be protected. Specifically, access on the Studebaker Ramp needs to be accessible from College Park Drive. The City will submit comments to the Draft Supplemental Traffic Study during the comment period.
