Ingram, City Manager FROM: Joseph Stilinovich, Chief of Police SUBJECT: OFFICE FURNITURE EXPENDITURE - POLICE DEPARTMENT SUMMARY OF REQUEST: It is requested that the City Council authorize award of bid to National Business Furniture to purchase office furniture in the amount of $88,234.77 for the Seal Beach Police Department. BACKGROUND AND ANALYSIS: Currently, most of the furniture being used by the Seal Beach Police Department is used furniture that we received from the Boeing Company. It was donated approximately 25 years ago and has outlived its usefulness. While these desks are still functional and their longevity is impressive, these desks were built some thirty years prior to the development of modern office machines. The desks have no ergonomic design, no keyboard trays, and no desktop wire grornmets. There are a few wooden desks, which have delaminating veneer surfaces. Many of the desks have locks worn to the point that they don't work, or can easily be opened with keys from other desks, thus eliminating a safe place to store equipment, secure personal property, or maintain the security of sensitive or confidential information. The current furniture puts employees at risk for repetitive motion disorders. Some of the causal or contributory factors of repetitive motion disorders are unnatural or awkward motions such as twisting the arm or wrist, overexertion, and incorrect posture. These factors, among others, are worsened by operating at a workstation lacking any ergonomic design and function. Ergonomics help workers function better by humanizing their workstations and by improving their ability for task performance. Ergonomic design can be applied to both clerical and temporary report writing workstations. It can reduce lost time, absenteeism, and increase efficiency. Ergonomic design allows workers to perform better, improve productivity, maximize work quality, minimize time away Agenda Item Q from work, and maintain better customer service, all while reducing the potential for injury. The office desk systems researched for purchase are customized to meet our unique office sizes and needs, as well as to maximize our limited storage capabilities. The desks' ergonomic features include side returns, or "U shaped units, designed for effectively housing computers. They also have fully adjustable pull-out keyboard trays, computer wire grommets, and easy-pull drawers with no-drag ball baring drawer slides. The new locks will provide needed security for each employee's work station. Furniture color and trim were selected with the likelihood of being the best match with new furniture that may be purchased in the future. Twenty-three desks with assorted hutches, drawers, and file cabinets will be required to accommodate police department staff. Staff researched furniture vendors, and met with the following vendors: Atlantic Group; Corporate Business Interiors; and National Business Furniture. Staff discussed ergonomic desk products, design solutions, product materials, product longevity, efficiency, dimension recommendations, cost, and warranty. Staff also received schematic drawings of suggested desk and component arrangements. Therefore, staff recommended National Business Furniture, who provided the lowest bid and has the products that best suit the needs at the best available price, ENVIRONMENTAL IMPACT: There is no environmental impact related to this item. LEGAL ANALYSIS: No legal analysis is required for this item. FINANCIAL IMPACT: The short-term costs are the actual costs of the items, in the amount of $88,237.77. There are no foreseeable long-term costs as the items selected include a lifetime warranty. $45,000 is included in the fiscal year 201212013 budget, and $45,000 is proposed in the -fiscal year 201312014 budget. This money is allotted in account 001-023-48010. RECOMMENDATION: It is recommended that the City Council authorize award of bid to National Business Furniture to purchase office furniture in the amount of $88,234.77 for the Seal Beach Police Department.
