The City Council of the Oity of Seal Beach met in regular adj-
ourned session at 7:00 P. M. Mayor Shufelt be~ng absent, City Clerk
called the meeting to order with salute to the Flag.

City Olerk stated that a motion was now in order for apPointmel
of a Mayor-Pro-Tem to act in the absence of the Mayor. It was

moved by Armagost, second by Jacobsen that Frank O. J~ _~~1 be
named Mayor-Pro~tem.

At the request of the ~ayor the Planning Commission met in special
meeting for the purpose of recommending their findings on the hearings
for zone variance which are scheduled to follow. .

The first order of buisness was ~he reading of the request of
Wilbur K. Freeman, for permit for non-conforming use of Lots 54-56-
,8 Block 105, Bay City tra.ct. Six (6) protestants appeared in
person to register their reasons as to why the permit should not
be granted. After hearing all of those present who wished to be
heard, Oouncil recessed for the purpose of letting the Planning
Commission consider the request and make recommendation.
After the recess the Council heard the Oommission's recommen-

dation to deny the application for said permit.
It was moved by Jacobsen, second by Armagost that Planning Oomm-
ission1s recommendation be app~oved and request of Mr Freeman for
pe~mit for non-conforming use be denied.

Next in order was the letter of L. U. Bennett asking for permit
for non-conforming use of Lots 57-59-61 Block 218, Tract No. 10.
and fractional portions of Lots"47-49-51-53-55, in the same

block.
Twelve (12) persons present. registered objections to the gran-
ting of said permit. After hearing all of tnose present who wished
to be heard the Council recessed for the purpose of letting the
Planning Commission consider the request and make recommendation.
After th recess the Oouncil heard the Commission's recommen-
dation to deny application for said permit.

It was moved by Jacobsen, seconded by Armagost to approve the
Planning Commission's recommendation and t~at the request of Mr.
Bennett for per~it for non-conforming use be denied.

at'7:30 P. M. and was called to order by Mayor Shufelt with salute
to the Flag.

Report for the month of January of Oity Judge, Police Chief,
Building, Water and Tax Departments were read. It was moved by
Jacobsen, second by Armagost that reports be received and filed.

Resolution No. 634, Sppplimental request to Division of Highways.
It was moved by Brostrom, second by Jacobsen that Resolution No. 634
be adopted.
