SUBJECT: ESTABLISH FLAT MONTHLY RATE FOR YEAR
ROUND POOL RENTAL (Shanks)
SUMMARY OF REQUEST:
That the City Council establish a flat monthly rate for year round pool rental.
BACKGROUND AND ANALYSIS:
Historically the Seal Beach Swim Club has been charged $15 per hour to use 6
lanes in the McGaugh pool for organized swim practice. The current fee for long
term pool rental is $25 per hour. As part of an on-going effort by City staff to set
and implement equitable and fair fees, the Seal Beach Swim Club was asked to
pay the current adopted fee of $25 per hour. Additionally, the Swim Club was
asked to pay for all hours the pool was reserved, not just for the hours the pool
was used.
The Seal Beach Swim Club is a non-profit organization that supports a year-
round swim team for children ages 5 to 18. They compete in monthly swim
meets. Additionally, the Swim Club holds the "Rough Water Swim" in Seal
Beach each year, which is an open ocean swim meet for people of all ages. The
team holds practices at two pools; the Joint Forces Training Base in Los Alamitos
and McGaugh pool in Seal Beach, with the younger swimmers training at the
McGaugh pool.
The Seal Beach Swim Club reserves the McGaugh pool Monday to Thursday for
an hour and a half each day. According to the current Fee Schedule, the cost to
the Swim Club would average approximately $600 per month.
The Seal Beach Swim Club has requested a flat monthly rate of $475. Staff did a
quick informal survey of local community pool rates. The rates vary from $45 to
$85 per hour for organized youth sports. This is a general average as there are
maintenance and lifeguard fees to consider. Additionally, pool size varies from
50 meter pools with 16 swim lanes to pools with 8 swim lanes. The McGaugh
pool has 6 lanes available and it is older with less amenities than the local

community pools surveyed. In 2012, with the assistance of a fee study
consultant, the study determined that $25 per hour was comparable with what
other local pools charge due to the smaller pool size and less amenities available
at the McGaugh pool.
Based upon the survey, staff is recornmending a flat rate of $550 per month, as
we believe it is fair and equitable and would benefit both the City and the Swim
Club. The flat rate would alleviate the need to track the hours used each month,
and the Swim Club would pay the monthly rate even if the pool was closed for
service for a few days. The Swim Club has indicated they would support the
$550 per month flat rate.
The City Attorney's office has drafted a Facilities License Agreement for long
term users of the McGaugh pool. This agreement outlines the terms and
conditions of pool use, including the need for a certified pool lifeguard on deck at
all times. This agreement is expected to be agendized for Council approval at
the July 22, 2013 meeting.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
Approval of the $550 per month flat rate will increase revenue from
approximately $4,200 in 2012 to $6,600 annually.
RECOMMENDATION:
That the City Council establish a flat monthly rate of $550 per month for the Seal
Beach Swim Club to rent the McGaugh pool an hour and a half each day,
Monday to Thursday.
