SUBJECT: MEMORIAL COMMITTEE UPDATE
SUMMARY OF REQUEST:
That the City Council receive and file the recommendation of the Memorial
Committee regarding the design and placement of a permanent memorial
honoring the lives lost and affected by the tragedy of October 12, 2011.
BACKGROUND AND ANALYSIS:
On December 12, 2011, the City Council adopted policy 200 -27 establishing a
memorial policy for honoring the lives lost and affected during the tragedy of
October 12, 2011. Following the adoption of the policy, a committee was
established to recommend the location and the design of the memorial. The
committee consisted of 12 residents, two of which were family members of the
victims. During the process, 2 committee members stepped down from the
committee leaving the final number of members at 10.
The Memorial Committee met a total of 5 times with staff and David Volz Design
(City consultant) to discuss location and preferred amenities for a memorial. The
committee's goal for the memorial was to identify a site that provided quiet
reflection. The committee also indicated that they did not recommend a
memorial at or near the site of the tragedy.
After much discussion, the Memorial Committee voted at their May 21, 2013
meeting to recommend the placement of the memorial at Eisenhower Park north
of 8th Street. The committee felt this location would take advantage of the view of
the beach and pier. Conceptual site design is attached.
On Wednesday, June 26, 2013, the item was brought before the Recreation and
Parks Commission. The Commission stated that the design was a fitting tribute
and appropriate for Seal Beach. The Commission voted unanimously to support
the recommendation of the Memorial Committee to construct the permanent
memorial at Eisenhower Park.

ENVIRONMENTAL IMPACT:
The project would require a coastal permit before construction could begin.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
One option would be to establish a deposit account to accept community
donations, and the Council could regularly review the status of the project during
the FY 2013-14. If donations reach the necessary amount to begin construction
before the next fiscal year, staff will begin work on the project. Alternatively, staff
can bring back an estimated cost for the project and request approval for a FY
2013-14 budget amendment to begin work on the project immediately.
RECOMMENDATION:
It is recommended that the City Council receive and file the recommendation of
the Memorial Committee regarding the design and placement of a permanent
memorial honoring the lives lost and affected by the tragedy of October 12, 2011.
