Ingram, City Manager FROM: Patrick Gallegos, Administrative Manager SUBJECT: DESIGNATE STATUS AND PAY GRADE FOR BUILDING DIVISION STAFF That the City Council adopt: 1. Resolution No. 6391 approving the classifications of Building Official, Building Inspector, Code Enforcement Officer, and Senior Building Technician; and 2. Resolution No. 6392 designating the pay grades of Building Official, Building Inspector, Code Enforcement Officer, and Senior Building Technician classifications. The Community Development Department is managed under the direction of the Director of Community Development. The Department has Planning, Building, and Code Enforcement Divisions within the Department. The three divisions work congruently and share a common goal to promote the public health, safety, welfare and general prosperity with the focus of preserving a wholesome serviceable and attractive community. As a team, the Community Development staff is charged with the responsibility of providing a high level of service that promotes the community's interest in encouraging quality residential, commercial and industrial development opportunities. The Department balances these duties through a customer service oriented program and consistent application of the Building regulations, a streamlined development and land use process and proactive enforcement compliance policy. The adoption of the fiscal year 2013-2014 annual budget which included the approval of permanent staff in the Building Division and will enable the Department to focus on a renewed direction to improve on accountability, resourcefulness, responsiveness and reliability. The benefits of employing permanent staff include enhanced contributions such as: Agenda Item H Vested interest, accountability; willingness to achieve organizational goals and work towards reducing internal and external constraints; Ability to conduct more in-house reviews and examination of construction plans and documents thereby reducing costs to residents and businesses; and Ability to cross-train employees to operate more efficiently and effectively and to provide a higher level of customer service. A class specification for each position describing the responsibilities is attached to this staff report. The addition of the Building Division staff was discussed extensively during the budget process and funded within the FY 2013-14 adopted budget. A recruitment to fill the positions is anticipated to begin immediately with full operating staff anticipated by the end of October 2013. The Building Division positions, except the Building Official, will be allocated to the Sea] Beach Supervisors and Professionals Association (SBSPA) bargaining unit. The Building Official position will serve under the mid-management classification. The City Manager has complied with Article 11, Section 7.0 of the Employer-Employee Relations Resolution No. 5242 which allows the City Manager to allocate new classifications or positions to bargaining units. This position receives only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. DISTINGUISHING CHARACTERISTICS The Senior Building Technician is a journey -level position that performs specialized clerical and administrative tasks for the Community Development Director and more complicated work related permit and license issuance. ESSENTIAL FUNCTIONS The duties listed below are intended only as illustrations of the various types of work that may be performed. Provides initial information and assistance to clients regarding construction development and administrative codes. 2. Receives and reviews plans for completeness; approves and issues basic permits as assigned; calculates and collects fees for permits; reconciles daily fee collections; enters, stores and receives data on a computer; compiles descriptive statistical reports regarding departmental activity for outside agencies. 5.
