SUBJECT: OCEAN AVENUE ALLEY WATERLINE AND SEWER
REPLACEMENTS PROJECT NO. WT1401
SUMMARY OF REQUEST:
That the City Council reject all bids for the Ocean Avenue Alley Waterline and
Sewer Replacements Project No. WT1401 and authorize staff to re- advertise the
project for future bidding.
BACKGROUND AND ANALYSIS:
The Water Master Plan and Sewer System Master Plan both identified an area in
Old Town, specifically the alley north of Ocean Avenue between 14th Street and
1 st Street, where the pipes are aged, deteriorating and deficient in capacity.
Construction on the alley north of Ocean Avenue from 14th Street to Main Street
was completed in FY 11 -12 and the alley north of Ocean Avenue between Main
Street to 6th Street, is near completion.
The City prepared a bid package to advertise and solicit bids for the Ocean
Avenue Alley Waterline and Sewer Replacements Project No. WT1401 from 1St
to 6th Street. On June 25, 2013, the City Clerk's office received and opened eight
(8) sealed bids with the following result:

Staff recommends rejecting all bids and re- advertising for bids. The new bid
opening date will be set for August 13, 2013 to allow awarding in late- August and
start construction shortly after.
ENVIRONMENTAL IMPACT:
Rejection of bids is not a project under the California Environmental Quality Act.
LEGAL ANALYSIS:
The City Attorney has reviewed the staff report.
FINANCIAL IMPACT:
This project is funded in the 2013/2014 Fiscal Year Budget in the amount of
$1,200,000.
RECOMMENDATION:
The City Council is asked to reject all bids for the Ocean Avenue Alley Waterline
and Sewer Replacements Project No. WT1401 and authorize staff to re- advertise
the project for future bidding.
