A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING AN AMENDMENT TO THE CLASSIFICATION
PLAN BY ADDING THE CLASSIFICATIONS OF BUILDING
OFFICIAL, BUILDING INSPECTOR, CODE ENFORCEMENT
OFFICER, AND SENIOR BUILDING TECHNICIAN
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The classifications of Building Official, Building Inspector, Code
Enforcement Officer, and Senior Building Technician are hereby
added to the Classification Plan. Copies of the class specifications
are attached hereto.
Section 2. The other classifications in the Classification Plan are hereby
amended to reflect reporting requirements necessitated by this
change in the Classification Plan.
PASSED, APPROVED and ADOPTED by the Seal Beach City Council at a
regular meeting held on the 22nd day of July , 2013 by the following vote:

GENERAL PURPOSE
Under general supervision and direction of the Director of Community Development,
coordinates and administers activities of the Building Division. This mid-management
position provides direction to the Building Division staff and to maintain a high level of
public service; review of building plans to determine compliance with municipal
ordinances and current construction codes and the issuance of applicable permits;
enforcement of the building code; inspection of projects under construction to ensure
conformance with applicable codes and ordinances and approved plans; preparation of
monthly reports of building permit activity; maintenance of all building records;
maintenance of codes and ordinances applicable to the City; and the review and
processing of complaints relating to violation of construction codes and ordinances;
prepare and manage the annual budget for the division; update the building codes as
necessary to maintain compliance with state and local laws.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that

1. Supervises and participates in the checking of plans for conformance with
applicable codes and ordinances and the subsequent issuance of applicable
construction permits.
2. Files projects under construction and finalizes permits; issuance of use and
occupancy permits as applicable.
3. Coordinates fire prevention activities with the Orange County Fire Authority.
4. Reviews applications filed with other departmmehts and divisions within the
Community Development Department for• 'conformance with applicable
regulations.
5. Develops amendments to municipal ordinances as required by changing
technology and new State legislation.
6. Establishes priorities for plan checking and inspection programs; engages in plan
review.
7. Supervises the building division staff.
8. Meets with architects and engineers.
9. Establishes guidelines and rules of application.
10. Responds to questions from homeowners and contractors.
11. Performs other related duties as assigned.
QUALIFICATIONS
Knowledge of: '
Applicable regulations governing building construction and building practices, methods,
materials and inspections; plan checking principles and practices; legal procedures
involved in the enforcement of building codes; effective supervisory techniques; methods
and procedures of budgeting, research and analysis; public relations and customer
service techniques; negotiating and conflict resolution techniques; current sources of
information in the field of building construction and inspection; and computer applications
related to area assigned.

Education/Training/Experience:
A college degree in Civil Engineering, Architecture or a closely related field. At least four
years of professional work experience in building or structural design, construction, plan
check, inspection or research in building technology, including at least two years in a
supervisory capacity.
Licenses, Certificates; Special Requirements:
Possession of a valid Class C California Driver's License with a safe driving record is
required at time of appointment and must be maintained as valid during the course of
employment. Certification as a Building Official by the International Code Council (ICC)
or registered with the State of California as an Architect, Civil Engineer, or Structural
Engineer.

operation of computer hardware. The employee must be able to lift files and reports

GENERAL PURPOSE
Under general supervision and direction of the Building Official, inspects installation to
ensure compliance with all building and construction regulations; provides assistance to the
general public on pertinent regulations; and prepares and maintains inspection records and
reports.
DISTINGUISHING CHARACTERISTICS
The Building Inspector is expected to perform the full range of building duties. This
position receives only occasional instruction or assistance as new or unusual situations
arise and are fully aware of the operating procedures and policies of the work unit.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that

1. Inspects construction, alterations or maintenance work for compliance with
provisions of the building, electrical, mechanical, plumbing, and housing codes.
2. Ensures compliance with energy conservation standards and zoning ordinances
in accordance with approved plans and specifications.
3. Inspects existing buildings to determine suitability of structures for a particular
use or to mitigate hazardous conditions.
4. Provides information to builders regarding code requirements.
5. Maintains building plans and inspection records for on-going projects.
6. Follows up violations and expired permits in a manner to facilitate final
compliance.
7. Performs combination inspections to include structural, plumbing, mechanical
and electrical installations for swimming pools to ensure compliance with adopted
codes in all residential and commercial projects. Adopted codes shall include in
part, the Building, Plumbing, Mechanical and Electrical Codes, State Energy and
Handicapped Codes, City ordinances, and State and local laws and codes where
appropriate.
8. Reviews and approves residential and commercial plans and layouts prior to
issuance of permits.
9. Investigates new and existing construction for evidence of illegal practices, such
as, construction, demolition and alterations.
10. Checks existing construction for suitability of occupancy classification and for
evidence of deterioration and hazardous conditions.
11. Meets with business and property owners with respect to certificate of
occupancy, inspections and certificates.
12. Assists and advises contractors, homeowners regarding pertinent regulations;
analyzes practices and recommends improvements.
13. Assembles and writes reports, including inspection reports, correction notices,
stop work orders, and construction site stormwater runoff reports.
14. Maintains records of work performed.
15. Makes code interpretations and answers verbal and written complaints in regard
to all types of building installations as assigned.
16. Deals with difficult people in a constructive manner; delivers and promotes
quality customer service

Graduation from high school or GED and additional course work in architecture,
engineering, construction technology or related field. Three years of experience in building
inspection or work related to building, electrical, mechanical or construction trades.
Licenses, Certificates; Special Requirements:
Possession of a valid Class C California Driver's License with a safe driving record is
required at time of appointment and must be maintained as valid during the course of
employment. Certification as a Building Inspector by the International Code Council
(ICC) is required. Electrical, Mechanical, and Plumbing ICC certificates are highly
desirable.

GENERAL PURPOSE
Under general supervision and direction of the Director of Community Development,
performs duties associated with assuring community compliance with the Seal Beach
Municipal Code pertaining to public nuisances, zoning, occupancy property
maintenance, health and sanitation, building and safety, business licensing and permits,
encroachments, illicit discharges/disposal, abandoned vehicles and noise abatement;
State housing law for substandard buildings and ensures compliance with other State,
County and Local Laws. Investigates complaints, prepares court cases and performs
related duties as required.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that

1. Assists in the enforcement of City ordinances relating to violations at residential,
commercial and industrial properties regarding public nuisances, zoning, occupancy,
property maintenance, health and sanitation, building and safety, business licensing
and permits.
2. Issues infraction and misdemeanor citations for violations relating to public
nuisances, including zoning, litter, abandoned vehicles, overgrown vegetation, debris
accumulation, oversized vehicles, illegally parked or stored recreational vehicles and
boats.
3. Photographs evidence, prepares diagrams and measurements, interviews potential
witnesses, composes letters and conducts field inspections and follow-up to ensure
remedial action has been taken.
4. Responds to complaints of alleged violations; issues notices of violation and
citations, and conducts follow-up inspections for compliance.
5. Maintains records of inspections, prepares reports for file and documentation for
court; required to appear at court proceedings to update prosecutor and testify if
necessary.
6. Attend conferences and meetings regarding violations.
7. Participates in and coordinates joint inspections of properties with other agencies
and City departments.
8. Makes presentations to local civic, educational, professional, community and
neighborhood groups.
QUALIFICATIONS
Knowledge of: '
Principles and practices of municipal codes, zoning and land use regulations; housing,
building codes and fire codes and health and safety laws, nuisance abatement; public
safety; investigation and research related to the enforcement of City codes; and effective
time management and organizational methods.
Ability to:
Deal effectively and cooperatively with the public to solve code violation problems and
obtain compliance under minimal supervision; convey legal matters in a clear, concise
manner verbally and in writing; understand and interpret the City's municipal code; keep

Education/Training/Experience:
Graduation from high school or GED and additional course work in Administration of
Justice, building trades or related field. Previous code enforcement experience from
another jurisdiction is highly desirable.

Possession of a valid Class C California Driver's License with a safe driving record is
required at time of appointment and must be maintained as valid during the course of
employment. Employees in this classification must obtain POST certification in P.C. 832
within six (6) months of hire date.

GENERAL PURPOSE
Under general supervision, receives, reviews and processes plans; captures records and
maintains the information necessary to issue and receive payment for building and
construction permits; performs related duties as required.
DISTINGUISHING CHARACTERISTICS
The Senior Building Technician is a journey-level position that performs specialized
clerical and administrative tasks for the Community Development Director and more
complicated work related permit and license issuance.
ESSENTIAL FUNCTIONS

1. Provides initial information and assistance to clients regarding construction
development and administrative codes.
2. Reviews blue prints, submissions and plans for completeness and compliance
with basic code requirements.
3. Performs plan reviews for minor projects; computes and receives fees; issues
appropriate permits and/or prepares correspondence regarding the results of
such reviews; distributes and reviews applications for permits according to
department procedures and legal requirements.
4. Receives and reviews plans for completeness; approves and issues basic
permits as assigned; calculates and collects fees for permits; reconciles daily fee
collections; enters, stores and receives data on a computer; compiles descriptive
statistical reports regarding departmental activity for outside agencies.
5. Generates and maintains accurate record keeping systems.
6. Receives calls and answers questions regarding the general permit process and
permit activity.
7. Provides quality customer service through furnishing accurate information in a
timely manner.
8. Listens and responds positively to citizen complaints; deals with difficult people in
a constructive manner.

employment. Certification as a Permit Technician by the International Code Council
(ICC) is required.

events.
