REPLACEMENT PROJECT NO. WT1201 FROM 6TH
STREET TO MAIN STREET NOTICE OF
COMPLETION
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6400:
1. Accepting the Ocean Avenue Alley Waterline and Sewer Replacement
Project No. WT1201 by Charles King Co. in the amount of $740,250; and
2. Direct the City Clerk to file a "Notice of Completion" with the Orange
County Clerk-Recorder within 10 days from the date of acceptance and to
release retention in the amount of $37,012.50 in 35 days.
BACKGROUND AND ANALYSIS:
On December 10, 2012, the City Council awarded a contract to Charles King Co.
for the Ocean Avenue Alley Waterline and Sewer Replacement Project No.
WT1201 from 6th Street to Main Street in the amount of $715,000.
The Ocean Avenue Alley Waterline and Sewer Replacement Project No.
WT1201 involved rehabilitating sewer and water utilities, pavement rehabilitation,
new concrete alley surface, upgrade water meters, and fire hydrants from 6th
Street to Main Street.
Change orders were encountered during construction on the project. The
change orders include: furnishing and installing a 6-inch insertvalve, sewer
connection to an existing 6-inch sewer forcemain, and relocating two resilient
wedge gate valves from the proposed design location. All change orders on the
project were for unforeseen conditions or were City initiated.
Agenda Item
The project is now complete to the satisfaction of the City Engineer. The project
was inspected and it meets all standards and requirements within the project
specifications. It is required to formally accept the project and file a notice of
completion with the Orange County Clerk-Recorder.
ENVIRONMENTAL IMPACT:
This project has complied with the California Environmental Quality Act.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
This project was budgeted in the approved FY 2012/13 Budget for $800,000. On
December 10, 2012, the City Council approved Budget Modification No. 13-06-01
in the amount of $100,000 including $50,000 from the Water Capital
Improvement Fund (019) and $50,000 from the Sewer Capital Improvement Fund
(044), increasing the project budget amount to $900,000.
Below is a summary and breakdown of expenses for the projects:

The final cost of the project paid to Charles King Co. for construction/change

RECOMMENDATION:
That the City Council adopt Resolution No. 6400:
1. Accepting the Ocean Avenue Alley Waterline and Sewer Replacement
Project No. WT1201 by Charles King Co. in the amount of $740,250; and
2. Direct the City Clerk to file a "Notice of Completion" with the Orange
County Clerk-Recorder within 10 days from the date of acceptance and to
release retention in the amount of $37,012.50 in 35 days.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
DECLARING WORK TO BE COMPLETED PER CONTRACT
DOCUMENTS FOR THE OCEAN AVENUE ALLEY WATERLINE
AND SEWER REPLACEMENTS PROJECT NO. WT1201 FROM
6TH STREET TO MAIN STREET
WHEREAS, on December 10, 2012 the City of Seal Beach entered into a
contract with Charles King Co. in the amount of $715,000; and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
NOW, THEREFORE, THE SEAL BEACH CITY COUNCIL DOES HEREBY
RESOLVE:
Section 1. That the work required to be performed by Charles King Co. has
been completed and accepted.
Section 2. That the total amount to be paid to Charles King Co. is $740,250
for the work performed.
Section 3. It is further ordered that a "Notice of Completion" be filed on behalf
of the City with the Office of the Orange County Clerk- Recorder
within 10 days of the date of this resolution.
