INTERSECTION IMPROVEMENTS PROJECT NO.
ST1107 - NOTICE OF COMPLETION
That the City Council adopt Resolution No. 6408:
1. Accepting the Seal Beach Boulevard and Golden Rain Road Intersection
Improvements Project No. ST1107 by Flatiron Electric Group, Inc. in the
amount of $283,936.68; and
2. Directing the City Clerk to file a "Notice of Completion" with the Orange
County Clerk-Recorder within 10 days from the date of acceptance, and to
release retention in the amount of $28,393.67 in 35 days.
In 2010, the City Council authorized a study to assess the existing traffic
operations at the intersection of Seal Beach Boulevard and Golden Rain Road.
Seal Beach Boulevard is a six lane major arterial with a posted speed limit of 50
mph. Golden Rain Road is a private arterial road that serves as the main
entrance to Leisure World, a 55 years and older gated community with a
population of over 9,000. The intersection is an atypical "T" intersection, as the
ingress and egress are separated by almost 200 feet.
The study concluded that a complete redesign of the intersection was
unnecessary; however, modifications could be made to the intersection for
increased visibility and ease of use.
On November 13, 2012, the City Council awarded a contract to Flatiron Electric
Group, Inc. for the Seal Beach Boulevard and Golden Rain Intersection
Improvements Project No. ST1 107 in the amount of $265,041.

The project consisted of new traffic signal poles with mast arms that meet current
standards, with multiple new 12" LED signal heads in locations that are optimal
for visibility by drivers, including new pole locations. Additionally, modified
pavement striping and markings were added to enhance the intersection. This
included striping for more optimal lane utilization; advanced directional signage;
bike lane utilization striping; striped medians; and removing and replacing various
locations of damaged curb & gutter, sidewalk, curb ramps, and resurfacing the
asphalt roadway.
During construction there were several change orders that were encountered that
consisted of minor additions to the project, such as additional striping, changing
some of the conduit and detector loop configurations and removing a section of
an abandoned storm drain pipe to fit a new pole foundation. As part of the
contract award, the City Manager was authorized to approve additional work up
to $27,000 (10% of the work). Change Orders totaled just over $16,000 or 6% of
the total project cost.
The project is now complete to the satisfaction of the City Engineer and was
inspected and it meets all standards and requirements within the project
specifications.
This project complied with all requirements of the California Environmental
Quality Act (CEQA).
No legal analysis is required for this item.
Funds were approved in the FY 2011/2012 budget in the amount of $500,000 for
design, construction and inspection of the Seal Beach Boulevard and Golden
Rain Road Intersection Improvements Project No. ST1 107. During the design, it
became apparent that $500,000 was not necessary to construct the project. In
the FY 2012/2013 budget, $400,000 in funding was carried over to cover the
costs of this project. Below is a summary and breakdown of expenses for the
project:

During the budgeting process for the FY 2013-14 budget, it was anticipated that
the project would be completed prior to the completion of the 2012/2013 Fiscal
Year. As such, funds were not carried over into Fiscal Year 2013/2014. Delays
were encountered during the manufacturing of the new signal poles that pushed
construction into the summer months and into Fiscal Year 2013/2014.
Approximately $250,000 of the budgeted $400,000 was required for payment of
work performed during the 2012/2013 Fiscal Year. The remaining $150,000 has
been approved as carry over to the current 2013/2014 Fiscal Year to cover the
costs of work performed during the current fiscal year.
The total cost paid to Flatiron Electric Group, Inc. for construction/change orders
is $283,936.68.
That the City Council adopt Resolution No. 6408:

DECLARING WORK TO BE COMPLETED PER CONTRACT
DOCUMENTS FOR SEAL BEACH BOULEVARD AND GOLDEN
RAIN INTERSECTION IMPROVEMENTS PROJECT NO. ST1107
WHEREAS, on November 13, 2012 the City of Seal Beach entered into a
contract with Flatiron Electric Group, Inc. in the amount of $265,041; and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. That the work required to be performed by Flatiron Electric Group,
Inc. has been completed and accepted.
Section 2. That the total cost of amount to be paid to Flatiron Electric Group,
Inc. is $283,936.68 for the work performed.
Section 3. That a "Notice of Completion" be filed on behalf of the City in the
Office of the Orange County Recorder within 10 days of the date of
this resolution.
