That the City Council adopt Resolution No. 6409:
1. Accepting the Old Town Sewer Lining Project No. SS0901-2 by Sancon
Engineering Inc. in the amount of $1,439,248.78; and
2. Directing the City Clerk to file a "Notice of Completion" with the Orange
County Clerk-Recorder within 10 days from the date of acceptance, and to
release retention in the amount of $143,924.88 in 35 days.
On August 8, 2005, the City Council adopted the Sewer System Master Plan
Update which identified over $14.9 million in needed capital improvements to the
City's Sanitary Sewer System. The Sewer Capital Improvement Program
includes the upsizing of pipes to increase the capacity, replacement of cracked
deteriorated pipes, installation of an internal liner for pipe rehabilitation, and
reconstruction of pump stations.
At the July 14, 2008 City Council meeting, Council authorized staff to pursue the
State Revolving Fund (SRF) Loan administered through the State Water
Resource Control Board for the Sewer Capital Improvement Program. This loan
is administered at a low interest rate (typically 1-2.5%) and will allow the City to
apply it to sewer improvements in College Park East, Hill and Old Town.
The College Park East sewer improvement project was completed on April 9,
2012 and completed through the use of the sewer loan.
At the November 13, 2012 City Council meeting, Council awarded a contract to
Sancon Engineering Inc. for the Old Town and Hill Sewer Lining C.I.P.P. (Cured
In Place Pipe) Project No. SS0901-2 in the amount of $1,655,111.75.
The Old Town and Hill Sewer Lining C.I.P.P. Project consisted of lining over
18,000 linear feet of existing sewer main, reinstate and repairing approximately
650 lateral house connections, and lining and replacing frames and grates for
approximately 115 manholes.
Change Orders were encountered during construction of this project. They
included replacement of larger sections of alley panels around manhole lid
replacement, addition of new manholes in locations where only cleanouts were
present, and point repairs of broken sewer line. In addition to change order
increases, there were some reductions to the scope of work that lowered the total
cost of this project. This included removing a section of lining that had too many
necessary point repairs. This line will be better off bid out as a separate project
to utilize competitive bidding rather than incur numerous change orders to repair.
Due to the removal of certain lining work, lateral connections and manhole
repairs were reduced accordingly.
The project is now complete to the satisfaction of the City Engineer. The project
was inspected and it meets all standards and requirements within the project
specifications. It is required to formally accept the project and file a notice of
completion with the Orange County Clerk-Recorder.
ENVIRONMENTAL IMPACT:
On March 26, 2009, the Initial Study/Mitigated Negative Declaration was
approved. This project complies with all requirements of the California
Environmental Quality Act (CEQA).
No legal analysis is required for this item.

This project will be funded through a loan from the State Revolving Fund
Financing Program and will not impact the General Fund. The City has the ability
to borrow up to $10,000,000. Two agreements have been secured against the
$10,000,000 at this point. They are: Finance Agreement No. 10-838-550
"College Park East" for $2,650,000 and Finance Agreement No. 10-842-550,
"Southern City" was initially for $1,100,000 and later modified to $2,125,112.
The loan Financing will be paid off by the Sewer Capital Fund. The Sewer
Capital Funds will be drawn down over a period of years and as needed to
support the various sewer projects. Below is a summary and breakdown of the
expenses for the project:

The Final Cost of the project paid to Sancon Engineering Inc. for
construction/change orders is $1,439,248.78.

WHEREAS, on November 13. 2012 the City of Soo| Beach entered into m
contract with Sancon Engineering, Inc. in the amount of$1.G55.111.75;and
WHEREAS, the City Engineer has determined that the work has been
substantially completed in accordance with the contract documents.
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. That the work required to be performed by Ganoon Engineering,
Inc. has been completed and accepted.
Section 2. That the total cost of amount to be paid to Ganonn Engineering,
Inc. im$1.430.248.78 for the work performed.
Section 3. That a "Notice of Completion" be U|od on behalf of the C|h/ in the
Office of the Orange County Recorder within 1O days of the date of
this resolution.
