HomeMy WebLinkAboutRPC Min 2013-06-26 MINUTES OF A REGULAR MEETING OF THE SEAL BEACH RECREATION & PARKS COMMISSION HELD June 26, 2013 CALL TO ORDER A regular meeting of the Seal Beach Recreation & Parks Commission was called to order at 6:00p.m. by Chair Sustarsic in the City Council Chambers, 211 8th Street, Seal Beach. II. ROLL CALL Present: Commissioners Sustarsic, Bennett, Watson, Sosenko, and Powell Also present: Patrick Gallegos, Administrative Manager Tim Kelsey, Recreation Manager Dana Engstrom, Community Services Coordinator III. APPROVAL OF AGENDA The agenda was approved as submitted. IV. ORAL COMMUNICATIONS The Commission agreed to allow oral communications after the Staff report was presented regarding the Memorial Committee Recommendations. V. CONSENT CALENDAR Commissioner Watson moved, Commissioner Sosenko seconded, and the motion carried unanimously, that the Commission approve the Consent Calendar as amended. 1. Meeting Minutes of May 22, 2013. VI. SCHEDULED MATTERS 2. Memorial Committee Recommendation- Staff Report Following the tragedy of the Salon Meritage, City staff created a memorial policy and a committee was formed to make recommendations on how to memorialize the tragic event on October 12, 2011. The Memorial Committee identified two locations for a memorial site; Wind Surf Park at 15t Street and Eisenhower Park. The committee wanted a tranquil and quiet place that was not at the Salon Meritage and represents the community and the loss of lives. The memorial committee voted 4/3 in favor of the Eisenhower Park location. The City of Seal Beach complies with Americans With Disabilities Act of 1990. David Voltz designed the proposed memorial. Included in the design is a heart shaped seating wall that represents healing and support for the families. The final design will include signage and "Support in Love" written on the bench itself. The sitting wall will be made of concrete and a natural flag stone will be used around the sitting wall. Commissioner Watson inquired about the size and scale of the memorial. Tim Kelsey explained that the design is just conceptual however; reflects a 15'x15' heart shape sitting wall with an ADA pathway. Commissioner Bennett inquired about the up lighting on the flag pole. Tim Kelsey informed her that the original design for the 1St Street location included a flag pole and up lighting would be needed. However, the Eisenhower Park re-design does not include a flag pole and therefore, up lighting is not needed. Seal Beach resident and member of the Memorial Committee, Laura Ellsworth, feels that the Eisenhower Park location is more suitable for the memorial because it isn't as windy as the 1St Street location and is more conducive for a peaceful place to reflect. The consensus of the committee was that they wanted something that represented the community support and a place for reflection for anyone who has lost a loved one rather than something specific to represent the tragedy. One of the family members on the committee requested to have a memorial site somewhere other than the Salon Meritage because his dad wasn't inside the Salon when his life was taken. Laura Ellsworth also pointed out that the committee prefers for the design to reflect the memorial centered at Eisenhower Park rather than on the corner as indicated in the site design. • Seth Eaker, Seal Beach resident, spoke regarding his involvement as a treasurer with the monies donated for the families and his working relationship with one of the surviving victims. Although Seth Eaker was not on the committee, he indicated that he had limited exposer with the committee members and family who felt they didn't want to get shoved to the edge of town if the actual memorial was going to be understated. Although Commission Watson is a Salon Meritage customer, she feels that Eisenhower Park is too small for a memorial and would take away from the park space. Commissioner Sustarsic appreciated that the memorial is understated and very "Seal Beach". She likes that the proposed design offers additional. .- - seating at the park and is a nice place to contemplate and watch the view of the ocean. She feels that people from the community will understand it and others will see it as a beautiful park. Tim Kelsey informed the commission that the process was tough for the Memorial Committee and the families truly appreciate everything the City has done for them. Commissioner Bennett moved, Commissioner Sosenko seconded, and the motion carried unanimously that the Parks and Recreation Commission approve the Memorial Committee design and recommendation of Eisenhower Park. The proposed design will be brought to council on July 22, 2013 for approval. 3. Founders Day — Oral Report The 98th Founders Day Event honoring Rich Harbour will be held Sunday, October 6, 2013 from 12:30- 2:30pm at Eisenhower Park. Rich Harbour is a long-time resident, surfer and business man in Seal Beach. The title of this year's Founders Day event will be "Surf, Sun, & Song". Rich Harbour recently wrote a new book and Carla Watson will see if he is interested in doing a book signing. The Run Seal Beach Committee awarded $1750 to the Founders Day Committee to help cover Founders Day costs. Performances and amount Founders Day Committee will award group: 1. Hank Barto $250 2. Los Al Marching Band- Tom Plunkett $300 3. Oak Middle School Chorus- Rachelle Randeen $300 Gary Frantz was hired again this year to do the sound and the fee is estimated to be about $250. Food will be sold by the Lions Club. Dana Engstrom will make a flyer for distribution. Schelly Sustarsic will work on signage. Libby Appelgate is working on publicity in the paper and on the website. Both Libby and Schelly have volunteered to go on SBTV3 to promote the Founders Day event. Craig Powell is going to look into promoting the event within Leisure World and getting an article in the paper. A Seal Beach Historical slide show will be held at the Marina Center at an undetermined date at this time. Dana Engstrom will look into availability and reserve the facility either October 25th 26th or 27th. Michael Dobkins will provide the slides and commentary as well as a sign up sheet for volunteers to sign up for particular committees/ events of interest for the 100th Founders Day,event. Libby will help organize and set-up the slides, poster boards with pictures, and coordinating the refreshments. Dana Engstrom will arrange to have the tables and chairs set-up in the Marina Center. Commissioner Watson expressed her concern for Gum Grove Park and asked that City staff look into Beach Tennis as it is a fun recreation activity and low cost to the City. Commissioner Bennett inquired about the management at the Tennis Center. Tim Kelsey informed her that staff is working on an action plan and working on the goals of the facility. VIII. STAFF CONCERNS Tim Kelsey announced that the pool was re-opened and the City is moving closer to ADA compliance with the installation of a lift on June 26, 2013. IX.
